Purpose of the role

This role is responsible for the quality and competency of on the day operations management. They are responsible for the development, implementation and maintenance of the Control Competence Management System, alongside improving the standards and quality within the Control through robust training and development plans.

The measure of success is in the consistency of control operation and continual improvement in control related performance, data management and communication

There is no requirement to undertake an on-call commitment with this role.

Main duties and responsibilities

Safety

Specific responsibilities on a day-to-day basis for the occupational health and safety of employees within the control.

1. Develop and deliver a positive safety culture is developed within your area of responsibility, which is supported by robust safety processes in accordance with company, industry standards and legislation.
2. Ensure that controllers are competent in emergency procedures (and contribute to the review and development of those procedures) for major incidents/accident management including dangerous goods incidents.
3. Ensure that any operating or occupational accidents and incidents involving employees in your reporting line are properly recorded.
4. Ensure that safety arrangements are adhered to and protect the health and safety of employees, other rail users, and the public.
5. Compliance with your duty to take care of your own health and safety and that of others who may be affected by yours/ their own actions at work.

Compliance and Standards

6. Deliver the highest standards in connection with the Control assessment process, and in line with business requirements at all times.
7. Deliver training and competence management to meet the highest standards of recording information and verbally/written communication
8. Ensure that the Control team are provided with timely training and continuous development in order to meet all competencies and standards.
9. Deliver the assessment plan to strict timescales with emphasis on continuous improvement, to meet all competencies and standards.
10. Ensure all records in relation to competence assessment process is completed correctly and acted upon as and when required.
11. Formulate, develop and deliver a plan that ensures all of the Control team are trained, briefed, and equipped to undertake all tasks associated with their roles
12. Take proactive steps to retain relevant desk competences and compliance with appropriate standards in order to carry out this role.

Performance

13. To support the effective delivery of service within the Control team to meet the train plan, within allocated budget and within performance and safety standards.
14. Review, develop and implement processes that manage incidents and minimise impact minutes are covered within any training and competency assessments
15. Support a strong teamwork ethic across the Control team, challenging poor behaviours and working with Duty Control Managers to create a respectful, collaborative working environment

Specific role-related tasks and activities

16. Implement and support delivery of Control assessments utilising evidence gathering, written exams, unannounced monitoring and scenario-based testing.
17. Develop Controller training and mentoring plans in conjunction with desk mentors and ensure these are implemented for new or existing team members
18. In conjunction with the DCMs, ensure the completion of appraisals and agree timebound development plans for individual controllers
19. Ensure that Controller training is being met consistently and effectively in line with the timescales agreed
20. Prepare and conduct summary assessments for Controllers, from training stage, PQA and on an ongoing basis.
21. Maintain related competence records and ensure all staff are within competence.
22. Where required, carry out reviews into management of incidents by Control and support safety, performance and operational investigations.
23. Create Competence Development Records for staff and ensure agreed targets are met through defined review periods.
24. Ensure Control Manual and contingency plans are updated accordingly and aligned with business/industry standards and commercial requirements
25. Work with stakeholders to ensure applicable standards, procedures and documents are available for the control team in an electronic format
26. Lead/ participate in all staff briefings, safety briefs, communications and initiatives to continuously improve safety across FL UK Rail Operations.
27. Conduct out of hours monitoring as required, this may include weekend work;
28. To undertake additional/alternative work as requested by management;
29. Prepared to get involved in any other activities/ projects within your competence/ remit from time to time that add productive value to Rail operations activities.
30. Ensuring GP weeks are fully utilised for site visits and development opportunities

Key Job requirements

31. Thorough understanding of the principles of safe and efficient railway operation including but not limited to the application of operating instruction, policies, procedures, rule book, railway standards;
32. Experience of managing people within an operational environment;
33. Experience of working with unions at local level.

Qualifications and Training

34. Training and experience within a control room environment
35. Ideally hold industry standard training/ assessing qualifications;
36. Ability to work under pressure while maintaining high standards of safety and compliance;
37. Knowledge of Rules and Regulations as applicable to rail operations;
38. Competent to undertake risk assessments;
39. Good IT knowledge e.g. Microsoft packages, and ability to use and interpret data sourced from job-related software (e.g. TOPS/Omnia/Voice Recorder system).
40. Ability to write concise, factual-based reports to laid down standards, and with the ability to make clear recommendations based on factual evidence.
41. Diligent and self-motivated with strong interpersonal skills and effective people management skills;
42. A flexible approach to work is required, especially in relation to training/assessments, as you may be expected to work in line with control office hours
43. Good standard of education
44. Dangerous goods awareness
