An exciting opportunity has arisen for an enthusiastic Procurement Compliance Manager to join our Procurement Team.
As Northern PowerGrid’s expert on Procurement Law and the Utilities Contract Regulations (UCR), this role is accountable for ensuring ongoing legal compliance within all procurement and tendering activities, providing interpretation and guidance to procurement staff and the wider business. Responsible for establishing and maintaining purchasing-related legal and policy compliance monitoring and reporting procedures, including preparing BHE and executive-level reports that highlight breaches and recommend corrective actions.
Along with a competitive salary between £60,000 and £70,000 depending on experience, we also offer:

Key Responsibilities:
1. Ensure all Northern Powergrid procurement policies, systems, and procedures comply with EU procurement directives.
2. Monitor ongoing compliance with Northern Powergrid and Berkshire Hathaway Energy procurement policies.
3. Ensure that all systems and procedures used by Northern Powergrid enable ethical procurement.
4. Review NPg tenders to ensure compliance with policy and procedure before being issued to the market, including establishing and delivering related audit programmes.
5. Develop and deliver procurement process improvement initiatives aimed at maximizing NPg purchase-related savings, such as reducing sole-source purchases, increasing bidder participation, and establishing tendering principles for the most economically advantageous tenders.
Key Competencies:
* Advanced knowledge of the EU Procurement Directive
* Knowledge of procurement systems and procedures
* High literacy level for documenting reports, policies, and procedures
* High IT literacy to support procurement systems
* Good communication skills for internal and external interactions and training
* Advanced reporting and data manipulation skills
Qualifications and Attributes:
Essential:
* MCIPS or working towards MCIPS
* Knowledge of EU Procurement Directives
* Knowledge of Utilities Contract Regulations 2016 / Procurement Act 2023
* Experience with procurement and e-tendering systems
* Experience with tender negotiation
* Experience with procurement policy and procedural development
* Understanding of Contract Law
Desirable:
* Degree in a relevant subject
* Achilles Academy Training
* Experience implementing new operating models
* Experience managing procurement compliance
* Experience working and influencing external parties
