The project scope involves project management services to manage the production and submission of a Development Consent Order (DCO), working with the Customer’s consultants who will provide all technical, environmental, survey, costing, engagement and legal services.


Job Summary

As part of the Construction Delivery Team, this role will support the DCO process, including activities such as:

* Establish parameters and set out the construction sequence for the delivery phase.
* Provide construction planning to support stakeholder engagement and DCO activities.
* Assess project plans and engineering designs to ensure timely delivery and minimal impact on airport operations and local communities.
* Conduct constructability reviews and work with the design team to identify opportunities to improve cost and delivery.
* Plan construction techniques, work packaging and sequencing.
* Review supply chain capabilities and availability.

The Construction Engineer will support the Senior Construction Engineer in delivering the critical component of the programme, ensuring scope, schedule, and quality requirements are met safely and efficiently.


Major Responsibilities

* Input into constructability reviews to optimise sequencing, logistics, and methodology.
* Coordinate with engineering and design consultants to reflect construction requirements in design deliverables.
* Develop site layouts, temporary works strategies, logistics, and phasing plans for construction in a live operational environment.
* Assume responsibility for construction execution plans, staffing strategies, and resource estimates.
* Collaborate with Procurement and Supply Chain to develop construction packaging and delivery strategies.
* Embed HSE considerations into all design and planning aspects.
* Review and monitor quality control plans during design and construction phases.
* Maintain awareness of design evolution, scope changes and their impact on methods, costs, and schedules.
* Contribute to cost estimates, budgets, risk assessments, and progress reporting.
* Provide guidance and mentorship to project and field personnel, promoting safety and excellence.
* Establish a design/field engineering working relationship with the Project Engineer and agree on deliverables.
* Review project controls documents on progress relating to cost and schedule.
* Ensure the Zero Accident Philosophy is incorporated into construction operations.
* Ensure adherence to budgets, schedules, and work plans.


Education and Experience Requirements

* Bachelor’s or master’s degree in Civil Engineering, Construction Management, or related discipline and relevant work experience.
* Knowledge of construction methods, procedures, and sequencing for civil and airfield works.
* Experience working on projects within live operational facilities.
* Strong knowledge of HSE requirements and a proven track record of promoting a safe working culture.
* Interpersonal and communication skills for coordinating across multiple disciplines and stakeholders.
* Demonstrated ability to provide technical leadership and solve problems under pressure.


Required Knowledge and Skills

* Chartered Engineer (CEng) or equivalent professional registration.
* Experience in aviation, airfield, or major transportation infrastructure projects.
* Knowledge of UK construction and safety regulations, including CDM requirements.
* Experience with NEC contract administration and project delivery frameworks.
* Prior experience planning and executing brownfield projects in live environments.
