Deputy Director: Unity Programme, Process Transformation & User Experience

Locations: Glasgow, Leeds, Manchester, Newcastle

SCS1: Salary £81k to £97k

The Unity Programme supports three UK Government Departments and circa 100,000 civil servants, providing business critical HR, Finance and procurement services. The programme is responsible for establishing by 2027 a single Shared Service organisation for HM Revenue and Customs (HMRC), Department of Transport (DfT) and Ministry of Housing, Communities and Local Government (MHCLG), and their Executive Agencies and Arm’s Length Bodies, deploying cloud technologies across the functions and the Shared Service operation. As a high value and complex programme, Unity is classed as a Government Major Programme. This means the programme will be monitored and audited by HMG’s Infrastructure and Projects Authority, with regular engagement with both Cabinet Office and Treasury approvals teams.

A critical part of our technology transformation is the continued development of user experience capability and digital services within the Unity programme and this critical hire – Deputy Director of Process Transformation and User Experience. This role will work closely with peers, leading the business design activity, delivering optimised and accessible services to business and colleagues across finance, HR, payroll and procurement. This work requires close working with senior officials across the three Departments to deliver benefits from a standardised approach, and with the Director of Unity Business Services (UBS) as the programme supports business transformation. The outcome of this key activity will be informed by the technical design activity and Operational Design (OD), both pivotal in achieving programme aims.

In this role you will work collaboratively with the Programme Director, Programme Delivery Lead, Technical Delivery Lead and OD Lead, as well as the Director of UBS and Director of Unity Technical Services (UTS) who are responsible for the operational service to the three Departments. You will also deliver process optimisation with user experience throughout the transformation, driving efficiencies in service design.

Based on user research, this role will work in partnership with DfT, HMRC and MHCLG as well as Cabinet Office and HM treasury to ensure the Strategy and vision is delivered. This is a hugely exciting programme, presenting a once in a generation opportunity to ensure the UK Civil Service harnesses new technologies to transform, delivering efficient and effective corporate business services. The successful applicant will make a critical difference to business, our suppliers and customers and our employees.

Key to your success in the role will be the following skills and capabilities:

* Leadership. Operating with credibility across the cluster and the wider Civil Service (DSIT, Cabinet Office and HMT) as a Process transformation leader.
* Proven track record of successfully leading process improvement initiatives in a complex organisational environment.
* Strong analytical and problem-solving skills, with the ability to identify root causes of operational inefficiencies and develop innovative solutions.
* Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization.
* Demonstrated leadership abilities, with experience in coaching and developing team members to achieve their full potential.
* Proficiency in process improvement methodologies such as Lean Six Sigma, Kaizen, or Business Process Reengineering.
* User experience: experience of delivering appropriate user experience throughout a large transformation to optimise benefits and achieve service standards.
* Leading on multiple projects simultaneously and prioritising tasks to deliver results at pace, planning, executing, and monitoring process improvement initiatives from conception to implementation.

As our new Deputy Director of Process Transformation and User Experience, you will ensure that the decisions that we make are aligned with the overall strategic Unity Programme road map and are fit for purpose in supporting colleagues to ensure a consistent “look and feel” across this shared services cluster. You will sit at the very heart of this high-profile transformation, ensuring that a future Civil Service becomes more effective in supporting the nation.

This role is open to public sector and private sector candidates and would suit someone with experience of working inside large scale organisations. Your work and legacy will affect millions of people and raise your profile across Government to the highest levels as an expert in Process and User Experience transformation leadership.
