The Corporate Learning and Development Manager will work as part of a team and in partnership with the wider business to embed the Talent, Learning and Development Strategy. They will help shape a learning organisation by creating the conditions that enable employees and teams to develop, adapt, and thrive in line with the organisation’s future needs and vision.
The role holder will provide support to the overall purpose of putting people at the heart of what we do to improve our DVSA colleague experience whilst building our focus on continually improving delivery and improving services for our customers.
Responsibilities
* Lead the communication and engagement strategy, including setting direction, chairing the L&D communication meetings, and coordinating activity across channels and stakeholders.
* Lead engagement with learning needs analysis working with Directors, HRBPs and working in partnership with customers; linking with strategic workforce planning to enable actions supporting future capability, readiness and action planning.
* Set the approach to learning evaluation across programmes, working with MI colleagues to develop insight and dashboards, and using evidence to inform decisions and improvements.
* Manage the overall L&D budget and ensure successful execution of customer bid process in alignment with Civil Service learning and procurement processes. Incorporate evaluation measures to demonstrate ROI.
* Ensure DVSA strategies align to DfT and Civil Service objectives/goals and work with heads of profession providing subject matter expertise on career and development frameworks.
* Engage with the wider People Directorate as part of community of practice to develop interventions to support business needs and develop strategies to address gaps.
* Facilitate tailored learning sessions and conversations, both in‑person and virtually including engagement sessions with the business.
Great line management is important to us as an organisation, you will manage a team of 10 with 3 direct reports. We will equip and support line managers to develop the skills they need. We aim to empower line managers to create teams where people can flourish and deliver excellent outcomes for the public.
