The Risk and Intelligence Service (RIS) is central to HMRC’s work in protecting the UK’s financial integrity. Our mission is to help HMRC understand and manage risks to taxation and border security, supporting the well‑being of the UK. We achieve this by gathering and analysing high‑quality intelligence from both within the UK and abroad.

Intelligence Services (IS) is a multi‑functional team within RIS, dedicated to the safe and lawful collection, assessment, and distribution of intelligence and evidence to support HMRC and partner organizations. The National Co‑ordination Unit (NCU) plays a vital role in this effort, providing essential support and coordination to operational teams across government.

This position requires leadership skills to manage a team responsible for managing this collaboration as well as processing intelligence information and supporting investigations. The role combines technical expertise with people management, requiring the ability to make decisions under pressure while maintaining high standards of accuracy and compliance. You'll be responsible for triaging incoming intelligence, delegating tasks appropriately, providing technical guidance, and ensuring quality service delivery while developing team members' capabilities in a dynamic, fast‑paced environment.


Working Patterns

The role follows a pre‑set rotating 8‑week roster, covering a range of shifts (mostly 10 hours each), including 7 night shifts over 8 weeks.

We’ll always provide reasonable notice for any changes to your working schedule.


Security Vetting

If successful the Vetting Requirements are listed below:

* You must pass a Disclosure and Barring Service (DBS) check.
* Security vetting at the Security Check (SC) level is required.
* Non‑Police Personnel Vetting (NPPV3) is also needed.

Due to operational needs, these posts are full‑time; however, applicants who need to work a more flexible arrangement are welcome to apply. We can’t guarantee that we can meet all requests to work flexibly as any agreement will be subject to business ability to accommodate. Any request to work a more flexible arrangement should be made prior to your acceptance of the provisional offer.

Person specification

* Support a team in a 24/7 operational environment, managing responsibilities flexibly according to live demand.
* Triage and delegate incoming customer enquiries, identifying and prioritising urgent situations.
* Provide technical advice and support to staff on operational situations and digital intelligence sources.
* Assure teamwork quality, assess risks, and provide constructive feedback.
* Deputise for team manager when required and conduct team meetings.
* Translate strategic priorities into clear, outcome‑focused objectives.
* Establish and maintain productive relationships with internal and external partners.
* Engage, motivate and develop diverse teams in a fast‑paced environment.
* Deliver sustainable results under pressure in complex situations.

To be considered for this role you must demonstrate all of the following:

* Strong communication and stakeholder management skills.
* Experience working effectively under pressure, prioritising competing demands and making sound decisions.
* Experience in providing technical guidance and support to colleagues.

Alongside your salary of £31,096, HM Revenue and Customs contributes £9,008 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.

HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments. We welcome applications from those who need to work a more flexible arrangement and will agree to requests where possible, considering our operational and customer service needs.

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.
