We are seeking an experienced Project Manager to join our Development team, specialising in pre-construction activities covering RIBA stages 1-4 and tendering works. The successful candidate will be responsible for managing projects from initial concept and feasibility through to detailed design and procurement stages, ensuring projects are delivered efficiently, on time, and within budget.
This role requires strong leadership in coordinating multidisciplinary teams, managing client and stakeholder relationships, and overseeing the preparation and submission of tender documentation. You will be accountable for risk management, programme control, and ensuring compliance with relevant regulations and standards throughout the pre-construction phase.
The position is based across all barracks above the M4 to the south Oxford/Bicester region, requiring flexibility and excellent communication skills to liaise with various internal and external parties. The ideal candidate will have a proven track record in project management within construction or infrastructure sectors, with a focus on early-stage project delivery and tendering processes.

Proven experience managing projects through RIBA stages 1-4
Strong knowledge of pre-construction processes and tendering
Excellent stakeholder and client management skills
Risk identification and mitigation expertise
Budgeting, cost control, and financial forecasting
Contract knowledge, preferably NEC and/or JCT
Leadership and team coordination abilities
Strong communication and negotiation skills
Ability to manage multidisciplinary teams and consultants
Proficient in project planning and programme management
Software/Tools
Microsoft Project or Primavera P6
Microsoft Office Suite (Word, Excel, PowerPoint)
Project management and collaboration platforms
Certifications & Standards
PRINCE2, APM, or equivalent project management qualification (desirable)
SMSTS or relevant health and safety certification (advantageous)
Knowledge of CDM Regulations 2015
