This role is responsible for leading the end-to-end delivery of major construction and property projects, with a strong emphasis on housing developments — including both private and social housing.
The successful candidate will manage multidisciplinary teams, oversee budgets and procurement, and ensure projects are delivered to high standards, on time and within budget.
A key part of the role involves stakeholder coordination, contract management, and ensuring compliance with health and safety regulations, all while aligning with the Council’s Asset Management Strategy.
Proven experience in managing housing development projects is essential.
Relevant professional membership CIOB, RICS or APM and appropriate degree level qualification
GCSE grade C or above in English language or equivalent standard
Experience of managing construction and property projects in a similar organisation/complex environment on large scale projects (£5M plus) on commercial or residential projects
Experience
of preparing project systems, project plans, project appraisals, risk registers, and options appraisals
Good working knowledge of Health and Safety legislation relating to construction Projects
Sound experience of specifying and commissioning professional services and construction works including contract procurement, contract management plus the ability to manage and supervise a diverse range of works
Experience of setting managing and monitoring significant capital and revenue budgets
Part 2 Abilities and knowledge
Evidence of strong project leadership and excellent communication skills, both written and verbal.
Excellent customer service skills to a variety of stakeholders including elected members
The ability to create customer focused teams and work well within teams.
Computer skills and in particular, the ability to use Microsoft Office software ie. Word, Excel, Power Point, Outlook,
Secondary Project Management qualification eg
Prince 2 APM etc
