Description Closing Date: 24th February 2026, 23:59pm Rank: Constable Secondment or transferee opportunity ⇄ Counter Terrorism Policing (CTP) is a collaboration of UK police forces working to keep people safe from terrorism. At the regional level, the West Midlands Counter Terrorism Unit (CTPWM) coordinates the counter terrorist response and provides specialist support to police forces in Staffordshire, Warwickshire, West Mercia and the West Midlands. Based at our modern offices near to Birmingham International Airport, you’ll work a shift pattern involving earlies, lates and weekends. The role The CT Nominal Management Team (CT NM) pro-actively manages individuals that currently pose a threat to national security and the public. On release from Prison, post-conviction for TACT offences, subjects are released back into the community but remain managed under Part 4 TACT legislation. This legislation requires intrusive supervision and knowledge of the requirements imposed. In addition, Project Semper has developed a Nominal Management infrastructure dealing with wider cohorts or nominals who also are considered a risk to national security but not yet convicted of a TACT offence. As a CT NM Officer, you’ll be responsible for overtly and covertly managing nominals within the region. This will consist of the investigation and enforcement, intelligence development and desistance and disengagement of these nominals. You’ll conduct and complete home visits in order to develop a relationship with them and to support case management planning, the aim being to balance control and change pathways. This is often achieved through multi-agency partnership working with Probation and other statutory agencies. It involves integral work within CT MAPPA arrangements. Responsibilities Administrating the mapping of civil orders and reoffending pathway provision. Liaising with CT Departments, other Forces and Partner Agencies to identify, assess and manage nominals causing harm to communities. Making safeguarding referrals to relevant support agencies where necessary. Enhancing and developing partnerships, ensuring that there is timely access to information and resources that contribute to the management of CT nominal. Interrogating IT databases and obtaining open source information to provide up to date, relevant intelligence to facilitate the assessment and management plans for allocated nominals, ensuring compliance with all current legislation and best practice. Producing and maintaining case management plans and disseminating them to persons / departments with responsibility for management of those nominal. Establishing and maintaining accurate records in relation to Nominal Case Management using appropriate risk assessment tools and systems, ensuring that all relevant information is recorded in compliance with MOPI, other related guidance and force procedures. Attending case conferences and meetings with colleagues, partners and other professionals to ensure information is appropriately shared and agreed interventions are delivered to appropriate quality and timeliness. Ensuring necessary markers are added and monitored on relevant systems for example PNC, PCS, local intelligence systems etc. Skills and competencies Experience of Partnership Working. Experience of working with diverse communities. Evidence of decision making involving threat, risk and vulnerability. Influential and diplomatic communication skills. Ability to write concise, detailed and accurate reports. Ability to prepare and deliver sensitive presentations. Ability to work effectively under pressure. A full driving licence. Desirable Basic knowledge of TACT legislation. Experience of safeguarding work and working with Local Authority Multi Agency Safeguarding Hubs (MASH) or equivalents. Experience of Sex Offender Management and IOM (offender management). Working knowledge of the MAPPA structure. Additional Information ⇄ This position is offered as a permanent post to West Midlands Police or a 2 year secondment. To qualify for the latter, you must confirm in your application that you have received approval, through the process established by your Chief Officer, for secondment to another force.
