What's involved with this role: Interim Compliance & Safety Manager - Housing Reference no: Newark 5248360 Pay Rate: £25.13 per hour PAYE 37 Monday to Friday, normal working hours This opening assignment is for 3 months City: NEWARK Lead on and have responsibility for matters regarding property compliance and safety in both a strategic and operational capacity within the Housing Directorate, ensuring that the council consistently fulfils its statutory and regulatory duty of care towards its tenants and other customers. Lead and embed a dynamic, customer-centric and effective compliance and safety culture within the Housing Directorate. This includes the development, implementation and monitoring of robust compliance and safety strategies and plans which reflect changing customer expectations, evolving legislation and good practice. Lead a team of staff in the active management of contracts in relation to the delivery of these functions, but who will also support colleagues across the council with their knowledge and experience. Key Responsibilities: Act as lead technical expert and take the lead role in developing, delivering and monitoring the housing directorate’s compliance safety and any other related policies and procedures and ensure that compliance safety is firmly embedded within the culture of the service, working practices and its people. Ensure that the service complies with its statutory duties, regulatory and other obligations and best practice in relation to compliance safety; including gas servicing, legionella, electrical, asbestos, fire safety, other asset related issues and that business operations are carried out safely and are consistently compliant. Work closely with other Housing Service teams and other council services to promote awareness of the council’s significant responsibilities for health and safety compliance as it relates to the council’s homes and multi occupancy buildings and champion a ‘zero tolerance’ culture, recognising that many of the council’s tenants are elderly or vulnerable. Provide advice, guidance, constructive challenge and scrutiny on compliance safety matters. Ensure effective, robust and accurate record keeping and reporting in relation to compliance safety across the business, including relevant plant and servicing records. Lead on the implementation and ongoing delivery of a comprehensive governance and performance monitoring framework for compliance safety, including an appropriate risk management framework and audit plan. Provide information and reports as and when required, on any aspect of compliance safety to the Business Manager for Housing Assets and Facilities Management, Senior Leadership Team or Committee, including an annual strategic review and report. If requested, to be the lead contact within the council for all external bodies and stakeholders in relation to compliance and safety, including the Health and Safety Executive and other regulatory bodies. If requested, to lead on any compliance safety related investigations as required. This could include representing the organisation in court if required and acting as the key contact for HSE inspectors in the event of any major accidents or incidents. Act as the Accountable Person (AP) and assign and support Building Safety Managers for any High-Risk Residential Buildings (HRRB) in the Councils fire safety regime. To ensure fire safety compliance across the Housing stock, including planning and implementing recommendations and best practice arising from national reviews, including Hackett and the Housing Green Paper. Ensure the effective ongoing delivery of robust Fire Risk Assessments, including the delivery of resultant recommendations. Proven experience in leading a team of professional staff in a large / complex organisation. Proven experience of management and successful delivery of a diverse range of property related contracts directly and through a staff team. Proven experience of identifying, leading and delivering improvements in the provision of outstanding customer focussed services and sharing insights with other service areas. Proven track record of working in a collaborative, cross functional style and providing staff training, mentoring, coaching and support in order to achieve goals and meet corporate objectives. Skills & Abilities: Negotiation skills. Good verbal and written communication skills. Tact and diplomacy skills in dealing with key stakeholders. Ability to communicate at all levels within the organisation. Ability to practically interpret and apply compliance legislation. Ability to write policy documents and procedures for the council in relation to specialist areas. Ability to work under pressure to meet targets and competing priorities.
