Overview
Our client in the East of England are seeking an experienced Environmental Health Officer (EHO) to support their Private Sector Housing (PSH) team on a six‑month contract. You will focus on HMO licence processing and compliance inspections, investigate a range of private sector housing complaints, progress part‑completed cases, and serve statutory notices under relevant legislation.
Key Responsibilities
* HMO Licence Management:
Process HMO licence applications, assess fit-and-proper person criteria, review management arrangements, and determine licence conditions and durations.
* HMO Compliance Inspections:
Plan and conduct inspections of licensed and unlicensed HMOs; assess compliance with Housing Act 2004, Management of Houses in Multiple Occupation Regulations, Electrical Safety Standards in the Private Rented Sector Regulations 2020, and Minimum Energy Efficiency Standards (MEES).
* Enforcement & Casework:
Investigate complex complaints (e.g., disrepair, overcrowding, amenity standards, fire safety); gather evidence; draft schedules of works; and serve statutory notices (e.g., Improvement, Prohibition, Emergency Remedial).
* Risk Assessment & Hazard Identification:
Apply HHSRS (Housing Health and Safety Rating System) to identify Category 1 and 2 hazards and formulate appropriate interventions
