Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing critical input into the financial and business management of the Programme to mitigate risks, resolve issues, and ensure value for money, aligning with the business case.
We seek someone with a strong track record in managing complex financial information, collaborating across teams, and driving value for money and ongoing investment.
Key tasks include:
1. Understanding the financial and economic cases underpinning the Programme’s business case and funding bids.
2. Ensuring programme deliverables align with strategic objectives and managing change control processes.
3. Supporting the Programme Manager to oversee changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
4. Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
5. Assisting in investment and funding activities with the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through whole-life cost allocations.
The team: The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping digital service delivery to transform environmental regulation.
You will work with multidisciplinary teams, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required
Experience that is beneficial but not essential includes:
* Experience in fast-paced, dynamic programmes
* Proficiency in Microsoft products such as Excel, SharePoint, PowerBI
* Experience managing complex financial data
* Understanding of financial, business planning, and budgeting processes (charge funding, CDEL, RDEL)
* Purchase order management
* Experience with business cases, approval processes, and change control within EA and Defra
* Experience in digital projects (helpful but not essential)
* Knowledge of governance around spend control and assurance
* Proven ability to lead, engage stakeholders, and promote innovation
Additional Information
We support incident management development and flexible working arrangements. The role is based in an EA office with national scope; some travel and overnight stays may be required.
