Role: Operations and Development Manager
Contract: 3-year fixed term (funded by the Lloyds Bank Foundation Racial Equity Fund)
Hours: 14 hours per week spread out flexibly over 5 days (0.4 FTE / flexible working days)
Salary: £35,000 FTE (£14,000 actual for 0.4 FTE / 2 days per week)
Location: St Paul's, Bristol – in-person working essential

About Power Town CIC
Power Town CIC is a Black-led community arts organisation based in St Paul's, Bristol.
Our mission is to create opportunities for young people and vulnerable adults –to access, participate in and lead within the arts.
We provide creative studio spaces, mentorship, and arts programmes that nurture local talent and community wellbeing. Our approach is rooted in equity, empowerment, and social impact – ensuring those who are often excluded from creative industries can thrive within them.
With support from the Lloyds Bank Foundation Racial Equity Fund, Power Town is entering an exciting period of organisational growth. This new post will play a pivotal role in turning our CEO's vision into sustainable reality.
Purpose of the Role
The Operations and Development Manager will be the operational heartbeat of Power Town CIC – ensuring the organisation runs smoothly day-to-day, its governance is strong, and its income generation and funding opportunities are well managed.
Working closely with the CEO, board of directors, and external partners (including Lloyds Bank Foundation), the postholder will coordinate operations, financial tracking, and organisational development to help Power Town move to the next level of impact and sustainability.
Key Responsibilities
1. Operational and Facilities Management
* Oversee day-to-day operations of Power Town's creative space, including the podcast and photography studios, ensuring efficient systems for bookings, maintenance, and promotion to generate sustainable income.
* Manage studio enquiries, hire agreements, and tenant relations, tracking utilisation and income.
* Support safe, accessible and welcoming use of the premises in line with Health & Safety and safeguarding requirements.
* Develop and implement operational systems that support efficiency and accountability.
2. Governance and Board Support
* Coordinate and support the volunteer board of directors: plan meetings, prepare agendas, take minutes and ensure follow-up actions.
* Review, update and maintain organisational policies, governance documents and compliance with CIC regulations.
* Develop a staff and volunteer handbook, oversee contract distribution and record keeping.
* Work with the board and CEO to strengthen governance culture and clarity of roles.
3. Finance and Reporting
* Liaise with the accountant to ensure accurate financial categorisation and reporting in Xero.
* Translate financial data into clear, accessible management reports for the CEO and board.
* Track income and expenditure against budgets and project allocations, ensuring funds (including grants) are correctly spent and reported.
* Support the CEO with funder reporting – especially financial evidence and data collation.
* Contribute to income projections, cash-flow updates and sustainability planning.
4. Organisational Development and Fundraising Support
* Support delivery of the Lloyds Racial Equity Fund objectives, including participation in Lloyds' business growth and leadership programmes.
* Work with the CEO to develop strategies for financial sustainability through studio rentals, partnerships and grants.
* Assist with identifying, coordinating and reporting on grant-funded projects.
* Build relationships with local community partners, creative professionals and funders to enhance visibility and collaboration.
5. People and Culture
* Act as a key on-site support to the CEO, providing structured operational assistance and helping ensure communication and follow-through.
* Foster an inclusive, empowering and respectful environment aligned with Power Town's values.
* Contribute to internal communications and team culture that values transparency, creativity and shared learning.
