The Principal Supply Chain Manager will lead and implement the supply chain vision, influence and provide trusted advice to the business, developing and driving supply chain strategies and key initiatives that deliver value to Transport for Wales (TfW), our supply chain and contracts.
Role responsibilities
* Deputise for the Head of Supply Chain Management and New Markets by making decisions in their absence.
* Contribute to shaping and leading TfW's Supply Chain Management (SCM) strategy and vision into deliverables aligned to TfW strategic priorities through the implementation of supply chain initiatives and activities to build an environment which encourages high performance and continuous development within the SCM team and across the organisation.
* Lead and support the SCM team by developing, mentoring and coaching to deliver on SCM vision and activities.
* Lead the team in the identification and implementation of improvements and efficiencies by overseeing the supply chain management team and keeping abreast of changes in industry best practice and legislation to ensure TfW has a best in class and compliant supply chain management provision, continuously improving the supply chain management function.
* Extract value from our supply chain relationships and contracts by developing and driving initiatives through supply chain management strategies, to deliver savings and benefits that support TfW strategic objectives.
* Lead the team in the shaping and development of socially responsible procurement governance to include economic and social value measures by collaborating with key stakeholders across the business and external networks to implement a digital framework.
* Lead the team by example by developing the capabilities of the team to undertake all aspects of Supply Chain Management from cradle to grave to ensure the right SCM strategies are deployed.
* Lead the team to develop and build a diverse supply chain by focusing on supplier engagement and supplier development to ensure a diverse supply chain can respond to TfW requirements and deliver sustainable solutions that prove value for money.
* Design and deliver a supplier relationship management framework to include a strategic relationship programme for TfW by fostering strong and lasting relationships with external stakeholders and our delivery partners to create a culture of collaboration and shared best practice with our partners.
* Lead the team and manage suppliers and/or contracts through controlled intervention to enable satisfactory resolution to issues and ensuring lessons learnt to influence future procurement and proactively position TFW in the marketplace.
* Develop, shape and implement the improvement of the performance management lifecycle across the business to meet the needs of the project and TfW strategic priorities.
* Develop governance and regular reporting through stakeholder engagement to ensure compliance to legislation and Welsh Government obligations.
Who we're looking for
* Membership of the Chartered Institute of Procurement and Supply (MCIPS) – level 5 or above or equivalent.
* Demonstrable experience of working in a complex supply chain environment.
* Demonstrable experience of developing a diverse supply chain to meet capability and capacity demands.
* Demonstrable experience of identifying and managing risk in the supply chain.
* Demonstrable experience in the governance and assurance of the supply chain.
* Demonstrable experience of engaging and developing effective working relationships with a range of internal and external customers and stakeholders.
* Demonstrable evidence of performance management lifecycle, ensuring lessons learnt are embedded in future requirements.
* Knowledge and understanding of sustainable and social value approaches in the supply chain.
