Project: AMMA – IFA1 Export Cable Repair (RTE)
Mobilization Date: From 12 January 2026 (UK/EU)
Work Location: Offshore – UK / France
Vessels: VOE VANGUARD (MFE) & NORMAND JARSTEIN (DSV / Cable Repair)
Work Pattern: 12h/day offshore - accommodation onboard
1. Project Background
IFA1 (formerly IFA2000) is a 270 kV HVDC interconnector between France and the United Kingdom. A fault was detected on cable C11 in October 2025, requiring a full offshore cable repair campaign starting January 2026.
The repair will involve two vessels:
* VOE VANGUARD (24/7) – Mass Flow Excavator operations & seabed survey
* NORMAND JARSTEIN (24/7) – Diving, cable cutting, recovery, jointing, and repair loop installation
The OCR represents RTE onboard and ensures technical, operational, and HSE compliance throughout the operations.
2. Main Responsibilities
Before Mobilization
* Attend all project preparation meetings and RTE HSE briefings.
* Propose a Daily OCR Report template, including: operations log, performance, downtime, weather, upcoming activities, issues, photos.
* Verify vessel readiness, mobilization, equipment loading, and calibration.
During Offshore Operations
* Supervise offshore activities and ensure full compliance with RTE specifications, procedures, authorizations, best practices, and HSE requirements.
* Monitor all operations including:
* rock dumping removal
* cable deburial & seabed excavation
* cable cutting and recovery
* spare cable installation
* jointing & repair loop deployment
* Participate in weather standby decisions with the Captain and RTE onshore team.
* Review and adjust the contractor’s Daily Progress Report.
* Submit a Daily OCR Report to RTE before 09:00 UTC and attend the daily coordination call.
* Stop operations if safety or compliance deviations are observed and report immediately.
* Ensure incident reporting is done within 24h (Safety Event Form).
* Maintain clear and continuous communication with RTE.
* Contribute to cost optimization, particularly during weather downtime.
* Implement Marine Mammal Mitigation strategy when applicable.
* Follow the dedicated Control Plan and vessel checklists.
After the Campaign
* Prepare a Close-Out Report, including:
* operational feedback
* performance analysis
* improvements and lessons learned
3. Required Profiles
OCR for VOE VANGUARD (1 position – MFE/Survey profile)
Experience in:
* Geophysical survey
* MBES / SSS operations
* Submarine cable installation
* Mass Flow Excavator operations
* Marine regulations & HSE
OCRs for NORMAND JARSTEIN (2 positions – Cable / Diving / HVDC profile)
Experience in:
* Submarine cable installation & repair
* Cable jointing and HVDC systems
* Diving operations and DSV procedures
* Offshore lifting regulations
* Subsea construction & HSE
Mandatory Requirements
* Fluent English
* UK nationality or valid UK work visa
* Valid offshore certifications (BOSIET, GWO…)
* Offshore medical certificate
* Passport & medical insurance
* Experience with MI cable technology is a plus
4. HSE & PPE Requirements
The OCR must use PPE compliant with European standards:
* Safety helmet (EN 397 / EN 50365)
* Safety shoes (EN 20345 – S3)
* Protective gloves
* Safety glasses (EN 166)
* High-visibility jacket (EN 13688 / EN 20471)
* 275N life jacket (ISO 12402-2 & SOLAS)
Long sleeves and long trousers are mandatory at all times. Loose clothing is prohibited.
6. Working Conditions
* Accommodation onboard (vessels operate 24/7).
* 12-hour daily shifts.
* Mobilization from 12 January 2026 (UK/EU).
* Typical operation durations:
* VOE VANGUARD: ~19 days
* NORMAND JARSTEIN: 19–25 days depending on repair scenario
* Mobilization and demobilization in UK / Dunkirk (TBC)
