Head of Service and Service Manager – Multi‑Agency Child Protection Service (MACPS)
The London Borough of Harrow is launching a new specialist unit of child protection expertise – the Multi‑Agency Child Protection Service (MACPS). The role of Head of Service and Service Manager is to establish, lead and manage this unit, working closely with local and national partners to safeguard children and adolescents across Harrow.
Responsibilities
* Establish and manage the MACPS, ensuring it meets the needs of the most vulnerable children at risk of exploitation, neglect, abuse, violence and criminality.
* Integrate the MACPS closely with the Local Safeguarding Partnership, providing local intelligence for strategic planning.
* Lead multi‑agency child protection teams, including Lead Child Protection Practitioners, Missing Officers, Police, Education and Health partners.
* Collaborate with Family Help, Children Looked After Services and the Youth Justice Team on co‑allocated bases, overseeing Section 47 enquiries, strategy meetings, protection conferences and pre‑proceedings.
* Champion relationship‑based, family‑led and strengths‑based practice, and promote cultural competence and anti‑discriminatory engagement.
* Drive quality assurance, continuous improvement and reflection across the service to foster a culture of learning and innovation.
* Support the delivery of Family Group Decision Making and other coordinated protective arrangements.
* Contribute to service improvement plans, performance reporting and the strategic direction of Harrow’s safeguarding arrangements.
