Role Purpose
1. The Senior Adults Transformation Programme Manager will play a crucial leadership and delivery role in designing and implementing an Adults Transformation programme. The programme will focus on maximising independence and delivery of budget savings and cost avoidance activity.
2. Setting the foundations for a transformed Adult Social Care system, the programme manager will lead the delivery of: an OT-led review post-discharge; design of a high-quality reablement function; reduction and delay in long term care packages; and review of Mental Health provision.
3. Ensure best practice and innovative approaches are built into the programme, leading the design and development of a preventative practice model
Responsibilities
4. Plan and ensure service delivery within a complex / diverse service area.
5. Control operational activities within the service area and ensure professional standards are delivered.
6. Manage responses to complex professional or politically sensitive issues within the area of responsibility.
7. Develops service plans to meet strategic business goals. Ensure compliance with all internal and external standards.
8. Ensure the development and delivery of continuous improvements in all aspects of the service.
9. Lead, motivate and develop staff to create and maintain a highly competent and participative workforce.
Knowledge
10. Must have direct experience of structuring, running and managing complex business change projects and programmes in Social Care
11. Knowledge and experience of best practice and innovative approaches to deliver transformation in Adult Social Care
12. Experience of building excellent relationships with senior managers and Members, with a view to ensuring that corporate visions and priorities are delivered and that an excellent customer service is experiences by those stakeholders.
13. Experience of managing a mixed and varied workload of conflicting priorities responding effectively to the needs of all customers.
14. Experience of report writing and communications for a variety of audiences, demonstrating numeracy and literacy, and applying expert knowledge.
15. Experience in dealing with a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy and an awareness of major policy objectives.
Qualification
16. Educated to degree standard or equivalent
17. Recognised programme or project management accreditation – e.g. Prince2, Managing Successful Programmes, Agile
