The Service: We are the Infrastructure Section, which is part of the City Council's Economy, Transport and Planning Directorate. We focus on four core areas: coastal and drainage, highways design, highways maintenance, and project management. We work on various civil engineering projects across Portsmouth to support the Council's Plan.

The Role
This is a temporary Project Manager role supporting the delivery of the Bus Service Improvement Programme of capital works scheduled for completion in 2026. Your role will involve managing major civil engineering schemes from inception to completion, working closely with officers, contractors, and elected members to ensure standards are met within time and budget constraints.
Your main duties include:
1. Project Management: Supporting the management of civil engineering schemes to support Portsmouth's growth and regeneration, following recognised standards and council requirements. Directing staff, managing external consultants, and ensuring targets are achieved.
2. Financial Control: Preparing estimates, monitoring project costs, and ensuring completion within budgets. Ensuring quality and value for money, and supporting final measures and payments.
3. Scheme Implementation and Delivery: Managing projects from implementation through construction, ensuring works are on schedule and within budget. Managing tenders, contracts, and appointing contractors. Maintaining accurate Project Initiation Documentation (PID).
4. Communication: Representing the team and City Council at meetings, consultations, and advising members. Preparing reports and liaising with departments and stakeholders to ensure seamless project integration.
5. Training: Maintaining technical expertise and encouraging development among junior project managers.
**Candidate Profile:** You should have:
* An appropriate professional project management qualification (e.g., Prince2) and membership or working towards membership of a professional body (e.g., APM).
* Minimum 3 years of relevant postgraduate experience.
* Experience managing civil engineering projects up to £500,000.
* Experience with NEC contracts.
* Leadership skills for managing small project teams.
* Commercial awareness and experience within strict budgets.
* Strong analytical, problem-solving, and prioritisation skills.
* Excellent interpersonal, communication, and report-writing skills.
* Knowledge of relevant legislation and environmental frameworks is desirable.
* Familiarity with Microsoft Office and Microsoft Project.
