Disclosure Manager

This role sits within the Trust's Family and clinical support division and will overlook the Access to Health team as a Disclosure Manager.

Are you a detail-orientated professional with a passion for transparency and compliance? We are seeking a skilled Disclosure Manager to lead our efforts in managing and overseeing all aspects of the disclosure processes within our Organisation.

We are looking for an experienced manger preferably with a relevant data protection or information governance professional qualification with a thorough working knowledge of UK data protection legislation and the Access to Health Records Act.


Main duties of the job

You will take the lead in the handling and processing of all employment related SARs, information disclosure requests from police, HM Coroner, and the Courts. You will provide high quality advice to staff on the handling of SARs and Access to Health Records requests.

You will support, mentor, and manage a team responding to subject access requests for patient information, and Access to Health Records requests. You must have substantial relevant experience of UK data protection legislation specifically in handling complex SARs and legal disclosures; preferably in a paralegal or similar environment and be able to prioritise fluctuating demands to meet fixed deadlines.

You will need to demonstrate expert understanding of subject access requests and access to health records requests along with operational experience of processing these requests in compliance with legislation and the Information Commissioner's Office best practice guidance on this matter. You must be able to work independently, be able to train staff and able to embed standard operating procedures and good administrative practices into an ever changing and busy service.

You will have experience of composing professional written correspondence to respond to complex queries and requests.

Job responsibilities

Person Specification


Training & Qualifications

* Educated to degree level or equivalent knowledge and skills gained through any combination of alternative study, employment.
* Evidence of formal learning of UK data protection legislation e.g. CPD Certificate or equivalent significant experience in a similar role.


Experience & Knowledge

* At least 3 years of experience; at least half should have been in a post where staff supervision/management was necessary
* Thorough knowledge and understanding of the Access to Health Records Act 1990
* Specialist knowledge of UK data protection legislation and management of complex SARs
* Evidence of maintaining and updating knowledge and understanding of relevant legislation and the Information Commissioner's Office guidance and best practice in relation to information disclosure requests
* Demonstrates appropriate knowledge of relevant IT Packages and systems which cover MS word/Excel Spreadsheets/Databases/Email
* Experience of working in a NHS healthcare or public authority setting
* Intermediate experience of Microsoft Office products including Office 365
* Knowledge of patient administration systems, outpatient clinic systems, ward admission procedures
* Understanding of Records Management Code of Practice.
* Knowledge of human resource/employment law policies and procedures


Skills & Ability

* Ability to answer factual questions clearly and concisely together with ability to provide and receive highly sensitive information
* Good interpersonal skills, particularly the ability to communicate complex information relating to data disclosure queries clearly and accurately in plain English
* Recognises own role in leading an effective team and shows willingness to assist/help others to achieve their objectives
* Ability to manage frequent interruptions and constantly re-prioritise work to deal with unexpected incoming requests


Other

* Full UK driving license to facilitate regular movement between sites
