JOB DESCRIPTION
JOB TITLE: Compliance Monitoring Officer
SCALE: PO1
REPORTS TO: Compliance Manager
KEY PURPOSE
Assist with the management of Council's Compliance Service requirements in accordance with statutory obligations and relevant Codes of Practice to ensure that Council remains in a state of continuous compliance.
Cover in the absence of the Line Manager in designated areas of responsibility as required.
DUTIES AND RESPONSIBILITIES
1. Assist with the implementation and management of the Compliance Service to ensure that Council remains in a state of continuous compliance in consideration of statutory and internal requirements across all Directorates and to include M&E and Property services.
2. Support the Compliance Manager in the preparation and maintenance of management systems in line with compliance obligations and accreditations (including legal compliance registers, non-conformances, risk and opportunities, management review meetings, completing surveillance and accreditation audits etc).
3. Assist the Compliance Manager in the scheduling, administration and monitoring of external contractors undertaking statutory inspection and certifications.
4. Responsible for monitoring compliance of sub-contractors and internal work squads across the organisation at the point of work ensuring that all are fully compliant with Council policies & procedures and reflective of compliant requirements re Risk Assessments, Safe Systems of Work, training.
5. Conduct frequent inspections of works across the Council estate and disciplines ensuring that all such works progress in full compliance with external and internal Health and Safety requirements.
6. Review and assess M&E and Property services point of work documentation held by compliance arrangements.
7. Lead by example and promote a positive health, safety and wellbeing culture.
8. Ensure the organisation remains compliant within all aspects of legislation and in line with the legislative requirements.
9. Assist with the migration of Health and Safety documentation onto the AHQ system from other internal storage sources.
10. Co-ordinate related requests such as Freedom of Information and customer complaints to include recording requests, allocation to the relevant Officer and distribution of responses.
11. Submit regular compliance reports to management, assist with the reviewing and implementation of audit recommendations as required.
12. Consult with stakeholders including statutory bodies, Senior Management, Elected Members and the public as and when required on compliance issues.
13. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation.
14. Ensure full compliance with Health and Safety requirements and legislation in accordance with Council's Policies and Procedures.
15. Comply with and actively promote the Council's policies and procedures on all aspects of equality.
16. Undertake any other duties appropriate to scale, which may be required from time to time.
The postholder should be aware that the responsibilities of the post may be subject to change as a result of organisational change. The Council therefore reserves the right to change the duties of the post by adding to or amending the range of responsibilities. The postholder will be required to be flexible and adaptable to meet the changing needs and requirements of the organisation.
Person Specification
Qualifications -
17. A degree in a relevant discipline
18. NEBOSH National General Certificate in Occupational Health & Safety.
Experience -
19. A minimum of two years' experience in a role which has included operational Health and Safety activities.
This experience must include:
20. Drafting reports.
21. Preparing and delivering Health and Safety training courses.
22. Knowledge in the use of IT systems including Microsoft Office.
