You will step into a high‑impact leadership role as Interim Head of Capital Projects, taking strategic and operational ownership of a diverse, high‑value capital programme spanning schools, heritage buildings, leisure facilities, corporate assets and operational depots. This is an opportunity to lead from the front – rapidly stabilising delivery, embedding strong governance and driving complex projects forward at pace.

Your Role as Interim Head of Capital Projects:
Leading and developing a team of Programme Managers, Senior Project Managers and Project Managers
Providing strong client‑side leadership across a varied capital portfolio (£0.5m–£40m+)
Acting as the Intelligent Client, overseeing external consultants, contract administration and technical delivery
Embedding robust governance, performance management and reporting frameworks
Driving forward capital schemes across education, heritage, leisure and corporate estates
Ensuring compliance with CDM, Building Regulations, procurement frameworks, and Health & Safety
Managing multi‑million‑pound programme budgets with accurate forecasting and cost control
Partnering closely with Finance, Legal, Planning, Regeneration and senior leadership teams
Your Experience as Interim Head of Capital Projects:
Professional qualification: RICS, CIOB, RIBA, ICE or APM
Strong experience leading capital delivery within a Local Authority or large public‑sector organisation
Proven track record overseeing multidisciplinary technical teams and external consultancies
Strong understanding of RIBA stages, JCT/NEC contracts, procurement routes and risk management
Experience delivering a range of projects including schools, heritage assets, leisure and civic buildings
Exceptional communication skills with the ability to influence senior officers and elected members
Demonstrable experience delivering complex programmes at pace and resolving delivery challenges
You must have significant public‑sector capital delivery experience and a recognised professional qualification to be considered.
