Job Purpose: To provide strategic financial insight and business partnering to the Adult Social Care (ASC) Directorate, supporting the Director of Adult Social Services (DASS), Deputy Directors, and senior leadership in financial planning, transformation delivery, and performance analysis. The role plays a key part in ensuring sustainable service delivery, financial transparency, and value for money in care provision across the Council and in collaboration with the Torbay & South Devon NHS Foundation Trust (TSDFT). Key Responsibilities: Financial Business Partnering: Work closely with the DASS, Deputy Directors of Adult Social Care, and finance colleagues within TSDFT to provide detailed financial analysis on spend, with a particular focus on care packages and commissioned services. Budget Monitoring & Reporting: Develop and maintain working papers to support the monthly budget monitoring process, enhancing the quality, consistency, and insight of financial reporting. Transformation & Efficiency Projects: Analyse key transformational projects within Adult Social Care. Identify and quantify opportunities for efficiencies, both cash-able and non-cash-able, and advise on financial viability and long-term impact. Meeting Participation & Leadership: Attend and chair relevant financial and strategic meetings including Joint Finance meetings, Transformation Boards, and regional networks such as South West ADASS. Standardisation & Compliance: Create standardised templates and working papers to support financial returns and ensure transparent and consistent reporting across the service. Training & Development: Design and deliver finance training sessions for project officers and non-finance managers to build financial literacy across ASC projects and initiatives. Systems & Change Projects: Act as the finance lead on major change initiatives, including sitting on the programme board for replacing or upgrading the current Care Management System. Bench marking & Performance Analysis: Analyse national and local bench marking data including Adult Social Care Financial Return (ASC-FR) submissions and Use of Resources reports, using insights to drive service improvements.
