Brief Description


At Eastern Region Commercial Directorate, we are looking for talented individuals to join our growing team and work alongside a range of business units and across a varied and large portfolio. There are opportunities to support and lead Commercial activities on major projects and programmes, which deliver some of the most exciting and innovative projects in UK infrastructure.

In the Contracts Manager role, you will manage a team and be accountable for all Commercial Post contract activities required to meet business performance and efficiency targets. To work collaboratively with stakeholders and manage key supplier relationships, identifying best practice and liaising as required to provide an efficient, cost effective and collaborative delivery of commercial activity.

About the role (External)


Key Accountabilities –

1. Single point of contact for designated work portfolio.

2. Accountable for formulating robust contacting strategies, working with the Regional Head of Procurement to bring these to fruition and ensuring the agreement of the PCM.

3. Accountable for the communication of scope and benefits of national contracting strategies to all stakeholders, gaining their endorsement and responding to any price and/or service level challenges.

4. Lead the most efficient commercial outcomes for all activities of work carried out by team.

5. Responsible for the management of any framework(s) under which the delivery of work may be carried out whilst complying with Network Rail Policies and Legislation.

6. Accountable for commercial contract management and administration of existing and new contracts ensuring delivery of value for money and best practice in respect of payment, variations, re-measures, claims and final accounts.

7. Lead the team's compliance with corporate governance. Providing guidance and controls to support all staff and inspire the delivery of value for Money across all Commercial activities.

8. Responsible for the management and resolution of legal and/or commercial disputes in own area of expertise in conjunction with Legal Services.

9. Accountable for papers to appropriate Governance Panels and able to present as required.

10. Holder of delegated Authority to Vary to be used in accordance with the C&P Policy.

11. Responsible for ensuring that the team are appropriately competent, and any training needs are fulfilled with the help of the regional training manager. Also, the team's performance and suitability should be aligned to promote continuous improvement.

12. Support the team in connection with collaborative working activities with the supply chain and Train & Freight Operating Companies.

13. Confirm that all Financial and Commercial reports produced are clear and accurate.

14. Confirm with the PCM that appropriate financial budget and authority is in place for all work and maintain compliance with Investment Regulations.

15. Establish appropriate control and audit regimes to achieve adherence to Network Rail's procedures, relevant Railway Group and Network Rail company standards.

16. Work with the PCM to manage the deployment of commercial resources and arrange additional support if needed.

17. Mobilise Estimating and Risk Management support for any activities as required.

18. Inspire the team to drive development, efficiency and effectiveness of individuals and the team.

19. Encourage and support the team to pursue professional qualifications to enhance the overall competency profile.

Essential

* Able to demonstrate extensive knowledge of the construction industry and related supply chains, including commercial and contract administration processes

* Membership of a relevant professional body (e.g. CIPS, RICS, CIOB or CICE) and / or relevant equivalent experience

* Previous successful experience of dealing with construction contracts

* Able to demonstrate strong leadership skills

* Able to demonstrate strategic outlook, including the ability to drive delivery of strategic objectives

* Able to demonstrate ability to effectively communicate at all levels both inside and outside the business

* Proven ability to manage and drive successful business change programmes

* Previous successful experience of influencing and negotiating at all levels to develop mutually beneficial relationships

* Able to demonstrate executive level stakeholder relationship management capability

* Computer literate including ability to utilise in-house and external software

Desirable

* Knowledge of railway industry contracts

* Experience of managing and developing several successful teams
