Appointment of an Independent Member to the Leicester, Leicestershire and Rutland Police and Crime Panel
Do you live or work in Leicester, Leicestershire or Rutland? Would you like the opportunity to have an input into the scrutiny of policing in the county?
We are looking for a member of the public to serve as an independent member on the Leicester, Leicestershire and Rutland (LLR) Police and Crime Panel. The Panel plays a key role in scrutinising the performance of the elected LLR Police and Crime Commissioner. Independent members sit alongside 13 Councillors representing all areas of LLR.
Applications are invited from individuals from whatever background who feel that they have the skills, knowledge and experience to undertake this role. An understanding of community safety, policing, criminal justice, would be helpful, but experience in other areas could be equally relevant. The attached role description and person specification briefly outlines the role and responsibility of this position.
The Leicester, Leicestershire and Rutland Police and Crime Panel is responsible for publicly scrutinising the actions and decisions of the Police and Crime Commissioner (PCC). This function is carried out in the context of relevant sections of the .
Independent panel members are recruited by the Panel to ensure the Panel has the skills, knowledge, and experience necessary to discharge its functions effectively.

The role of a co-opted independent member is to:
8. Prepare for, attend and actively contribute to the work of the Panel to which they have been appointed, including :
9. Contributing to development of a programme of work;
10. Analysing and challenging information;
11. Gathering information and evidence;
12. Drawing conclusions and making recommendations based on evidence;
13. Monitoring progress against recommendations made.
14. Bring an external perspective to the work of scrutiny, making a link between scrutiny and local communities.
15. Contribute specialist knowledge, expertise and experience to the work of scrutiny.
16. Be able to express the views of the organisation/ sector/ constituency they are representing, if any and not just their personal view/ experience.
17. Undertake work on behalf of the whole City, the County and Rutland and not just one particular sector or viewpoint.
18. Act independently of party politics and lobbying interests.
19. Ensure that the organisation they are representing, if any, is kept up-to-date on the work of scrutiny.
20. Show courtesy and respect to other scrutiny members, officers of the Local Authorities and its partners.
21. Respect the sensitivity and confidentiality of information that they may receive or hear as an Independent Member, and act with discretion.
22. Abide by the requirements of the Leicester, Leicestershire and Rutland Police and Crime Panel’s Constitution and Terms of Reference and where applicable the host authorities Constitution, Code of Conduct and Register of Interests.
Meetings of the LLR Police and Crime Panel take place at County Hall in the afternoon on a bi-monthly basis. Reading and preparation time prior meetings is also required. An allowance is paid in relation to this role and panel members are able to claim reasonable travel expenses. The appointment is for a period of four years, subject to any changes to Police and Crime Panels.
