The Prison Offender Manager will lead the management and assessment of low to medium risk prisoners, prepare, implement and review their sentence plans, and build effective supportive relationships to reduce re‑offending. The role provides specialist support to probation officers for high‑risk prisoner case‑management and is a non‑operational position with no line‑management responsibilities.
Key responsibilities
 * Supervise, manage, signpost and advise selected prisoners safely and securely while carrying out all activities.
 * Apply national and local policies, and maintain professional relationships with prisoners and staff.
 * Maintain and update systems, prepare relevant documentation for managers and contribute to meetings.
 * Assess and manage the risk posed by offenders to protect victims of crime and the general public by providing information and advice to other agencies, supervising offenders, contributing to risk management and working with partners to prevent re‑offending.
 * Carry out the full range of offender management tasks with low to medium risk cases; support probation officers for high‑risk prisoners when required.
 * Act where appropriate as ACCT Case Manager and engage in ACCT and violence‑reduction activities.
 * Conduct interviews within prescribed timescales, set and review targets, update case‑management notes in PNOMIS or relevant IT systems.
 * Use Offender Assessment System (OASys) to identify risks and manage offenders appropriately, including obtaining information from outside agencies.
 * Lead sentence‑planning meetings, coordinate activities through liaison with prisoners, departments and agencies.
 * Encourage prisoner participation in education, interventions and workshops as defined within the sentence plan and develop strategies to overcome reluctance to attend.
 * Provide professional advice and assessment, including written reports to criminal‑justice agencies and partner organisations.
 * Liaise with Community Offender Managers regarding Release on Temporary Licence (ROTL), Home Detention Curfew (HDC) and early release recommendations to the Governor.
 * Support Community Offender Managers in delivering plans for recalled prisoners.
 * Complete all paperwork for the cases, including lifer and ISP specific paperwork in line with relevant policies and time‑frames.
 * Flag prisoners with significant concerns to the Heads of Offender Management or Orderly Officer.
 * Contribute to and attend MAPPA boards and liaise with external agencies to protect the public when releasing prisoners under MAPPA.
 * Collaborate with the Foreign National Department or UK Border Agency regarding foreign‑national prisoners when appropriate.
 * Instigate public‑protection child contact checks and share safeguarding information with authorities.
 * Act as resettlement advisor, developing links between programmes and prisoner progress.
 * Work collaboratively with colleagues and maintain effective team relationships, particularly with Key Workers.
 * Demonstrate pro‑social modelling skills and challenge anti‑social behaviour.
 * Use computer‑based systems to produce, update and maintain records and other documentation within agreed time‑frames.

Security and nationality requirements
The role requires a successful criminal‑record and counter‑terrorist check. Eligible applicants include UK nationals, nationals of the Republic of Ireland, Commonwealth citizens with right of work in the UK, EU/EEA/Swiss/Norwegian/Icelandic/Liechtenstein nationals and their settled status families, Turkish nationals where specified, and those with limited leave to remain or indefinite leave to remain who had applied for EUSS before 31 December 2020.
