About The Job

Hours per week: 37. Contract type: Fixed term for 6 months. Salary: £42,839 - £46,142 a year pro rata plus £963 essential car‑user allowance.

This position is available as a secondment opportunity for 6 months. If you are a permanent Luton Council employee, you must have written approval (an email will suffice) from your manager prior to applying and a copy will need to be submitted with your application. Are you an experienced social worker ready to lead at the forefront of safeguarding adults with complex needs? We’re looking for a highly skilled and motivated CASPA Lead Practitioner to drive forward our Critical Adult Safeguarding Partnership Arrangements (CASPA) and make a real difference to the lives of Luton residents. This is a pivotal role within our safeguarding system, working across agencies to ensure robust risk management, effective information sharing, and person‑centred outcomes for adults at risk.


As CASPA Lead Practitioner, You Will

* Lead and chair CASPA multi‑agency panel meetings, ensuring effective decision‑making and accountability.
* Prepare high‑quality risk assessments and case papers for complex cases.
* Act as the central link between the CASPA panel and partner organisations, ensuring timely progress and information sharing.
* Provide professional challenge across agencies and escalates concerns where necessary.
* Promote proactive safeguarding and ensure accurate, secure recording of actions and outcomes.
* Coordinate and scrutinise referrals to complex pathways, including those where homelessness or housing instability is a risk.
* Oversee action logs and ensure performance and progress are maintained.


You Will Also

* Supervise and support the Homelessness Prevention Worker (HPW), helping to prevent homelessness and promote independence and wellbeing.
* Work closely with internal services and external partners including health, police, probation, and voluntary sector organisations.
* Contribute to system‑wide decision‑making on resource allocation for risk reduction and safeguarding.
* Promote Making Safeguarding Personal and strengths‑based approaches across partnerships.


About You

* Qualified Social Worker registered with Social Work England, with at least 2 years’ post‑qualifying experience.
* Extensive experience managing complex cases across adult client groups.
* Strong knowledge of safeguarding, advocacy, and user/carer involvement.
* Proven ability to chair multi‑agency meetings and make complex decisions.
* Experience supervising, coaching, or mentoring staff.
* Ability to build strong partnerships and influence across organisations.


You’ll Also Bring

* In‑depth knowledge of key legislation including the Care Act 2014, Mental Capacity Act 2005, Mental Health Act 1983, and Human Rights Act 1998.
* Excellent analytical, communication, and report‑writing skills.
* Strong organisational skills with the ability to manage competing priorities.
* Confidence to challenge and drive improvement across systems.
