Location: Liskeard Office Role Purpose: The PIA & Streetworks Coordinator is responsible for assisting with PIA (Physical Infrastructure Access) and Streetworks operations, ensuring compliance with BT Openreach (BTOR) and Local Authority regulations. This role provides administrative and operational support for managing relationships, contracts, and compliance requirements while supporting the delivery of fibre network build activities and customer connections. Main Responsibilities: Coordinate works and project planning for PIA-related activities (e.g., Network adjustments, Notices of Intent, Whereabouts Tracking, forecasting) and any escalation of project risks, changes, or assumptions. Assist with PIA submissions, approvals, and compliance audits, ensuring all build and customer connection activities meet BTOR’s PIA framework and in line with product timelines. Support communication with Local Authorities, ensuring timely submission of permits and adherence to all relevant Section restrictions and the Traffic Management Act. Ensure that permit fees, fines, and defect charges are accurately tracked, challenged where necessary, and recovered where applicable, reducing unnecessary costs and maintaining Streetworks budget efficiency. Maintain accurate records and submissions within Street Manager, ensuring permits, A55 notices, Notices of Intent (NOIs), and Whereabouts tracking are up to date. Assist with maintaining agreements with BTOR and third-party contractors, ensuring service levels and compliance are met. Provide coordination and documentation support for build teams regarding PIA and Streetworks matters, helping to resolve issues efficiently. Monitor compliance requirements, assisting in compiling reports on risks, opportunities, and regulatory updates. Assist in streamlining PIA, Streetworks, build assurance, build and customer connection workflows, ensuring efficiency and regulatory compliance. Key Activities: While duties and responsibilities will vary, they typically include: Assign tasks to internal teams and manage PIA activity schedules. Submit PIA requests (network adjustments, NOIs, build complete, co-op ancillary requests, etc.). Assess and adjust NOIs based on field-engineering feedback and management directives. Liaise with operations, field teams, direct-labour gangs, and suppliers to ensure FTTP compliance. Coordinate cross-department efforts to meet project timelines and budgets. Monitor case progression, escalating issues when contractual deadlines are at risk. Generate reports on PIA consumption, forecasting, costs, and build pace. Create and submit network adjustment work packs (A55s). Promote compliance within the PIA contractual framework. Manage works coordination aligned with project delivery requirements. Attend PIA licence review and product change meetings. Ensure timely and accurate PIA submissions. Track permit applications, liaising with Local Authorities to resolve issues. Maintain accurate compliance records within Street Manager. Support the PIA & Build Manager with Streetworks and build-related challenges. Provide administrative support for build teams. Prepare reports and data analysis on PIA compliance and Streetworks performance. Coordinate with stakeholders for permit execution and approvals. Monitor deadlines to ensure regulatory compliance. Essential Person Specification Knowledge: Comprehensive understanding of Openreach PIA (Physical Infrastructure Access) regulations, including Duct and Pole Access (DPA). Knowledge of PIA governance, compliance auditing, and reporting requirements. Familiarity with UK Streetworks legislation and its impact on PIA deployment, including the New Roads and Street Works Act (NRSWA) and Traffic Management Act (TMA). Skills/Attributes: Strong communication skills to engage with Openreach, local authorities, contractors, and internal teams. Ability to manage PIA submissions, ensuring accurate and timely permit applications and compliance reporting. Organised and detail-oriented, capable of handling multiple permit, noticing, and compliance workflows simultaneously. Strong problem-solving skills to resolve PIA-related challenges, such as capacity issues, defect management, and compliance escalations. Experience: Minimum 2 years’ experience coordinating PIA infrastructure, including permit applications, compliance, and governance. Experience in liaising with Openreach for PIA access, defect resolution, and compliance escalations. Proven ability to manage local authority engagement, obtaining permits and ensuring full compliance with noticing requirements. Background in coordinating PIA usage audits, ensuring accurate as-built submissions, and maintaining compliance records. Qualifications: NRSWA (New Roads and Street Works Act) Supervisor or Operative accreditation. Understanding of CDM (Construction Design and Management) Regulations 2015 and their application in telecoms infrastructure. Compliance with UK planning, environmental, and safety laws applicable to PIA and streetworks. Relevant Openreach accreditation Circumstances: Based in the Liskeard office, with travel to other locations as required.- Ability to manage regulatory deadlines under high-pressure environments. Flexibility for occasional site inspections and audit compliance checks.
