This role is offered on a hybrid basis the team currently work three days in the office.
Act as the Council’s technical and administrative manager for current and future projects and minor works, including the management and setting and monitoring of performance measures and the development, management and interpretation of data to provide management information. Support and play an active role in achieving value for money the procurement of goods and services to aid in the development of the corporate estate (including schools), goods and wider services.
Ensure that the activities and performance of the service contribute to the aims and objectives of the Council and in so doing ensure the Council’s corporate priorities are achieved and maintained. Responsible for providing a wide range of professional guidance on day to day and complex project and programme management activities within PFH&S and the wider Council. Working with internal and external key stakeholders to ensure sound decisions are made in delivery and management of the Council’s projects.
Key responsibilities:
* Lead on commissioning and programme management of services in relation to agreed buildings and capital plans, including but not exclusive to the Early Years, Capital
* Programme and financial monitoring, Asset Management Planning, Schools Devolved Capital Programme Sustainable Schools / Carbon Reduction, Service Improvement and Office Accommodation and the strategic primary Capital Programme.
* Ensure all schemes are financially monitored, reported and reconciled within the Authority’s overall capital programme
* Act as a consultant to project sponsors and key stakeholder to define the scope and aims and objectives of long and short term organisational projects
* Within the specified programme/service area, to develop and manage relationships with private, voluntary and independent sector organisations, Governors and schools in order to deliver on commissioning requirements and secure outcomes for children and young people.
* Ensure corporate programmes and projects are planned, managed, and delivered to a high standard in order to satisfy the council's strategic vision while meeting the individual project objectives.
* Assist in the management of complex and strategically significant projects working directly with the Service Areas to provide technical and professional guidance in order to ensure appropriate programme management procedure is undertaken.
* Develop and maintain good working relationships with stakeholders throughout the council in order to provide support, advice, and coaching; be able to work flexibly with a diverse range of teams and projects.
* Provide programme and project management guidance on topics such as defining and tracking benefits, managing dependencies, understanding internal capacity and capability, and commissioning additional support, and identifying, tracking, and mitigating risks and issues.
* Responsible for the maintenance and monitoring of effective project governance across all project processes (feasibility evaluation, risk, issue, outcome / benefit, change) and strong communication with all stakeholders to support prompt decision making and senior stakeholder interventions
* Regularly liaising with PM’s, keeping track of regular correspondence, ensuring deadlines are met and relevant, correct information received, which is reliable.
* Checking, challenging, validating and approving financial information, including Change Control Notices, Fee Proposals and Invoices, to ensure proposal is as per pre-agreed rates, such as pre-agreed percentage fees.
