Road Safety Strategy Analyst

Permanent, Full Time

£37,923 to £44,615 per annum

Location: Chelmsford*

*Please note this is a fixed-base role. Whilst contractually based in Chelmsford, the role allows home-working with a requirement to attend sites across Essex 1-3 days per week, in line with business need.

Provide comprehensive data analysis to the Safer Essex Roads Partnership to identify targeted interventions to reduce the number of deaths and serious injuries on the roads of Essex. The role requires expert data analysis skills, knowledge and experience of using GIS and databases, research capabilities and ability to interpret and communicate complex data through written work and presentations.

Work with colleagues across Essex and develop knowledge and skills through national road safety and data analysis networks. With experience, you will begin to direct your own working priorities and help drive the strategic direction of the partnership.

Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways.

Essex Highways is a delivery partnership between Essex County Council and our contractual partner. As an Essex County Council employee you will work alongside our contractual partner to deliver road maintenance, street lighting, drainage and flooding, winter travel, road safety, traffic management, highway development, bridges and structures, grass and vegetation, bus stops and bus shelters, public rights of way and roads strategies for users of Essex highways.

Accountabilities

1. Responsible for ensuring the development and delivery of the partnership casualty reduction plan is prioritised towards cost effective, targeted and evaluated interventions, informed by robust evidence. Direct senior managers on how resources should be allocated.
2. Deliver high quality strategic intelligence and consultancy to senior managers and partnership board members, influencing and informing key decisions and policies to achieve organisational objectives, while maintaining awareness of organisational politics.
3. Lead on the management of data processing, ensuring high quality data is available to partners, the public and external organisations.
4. Provide line management and mentoring support to the Assistant Analyst.
5. Work collaboratively with partner organisations to implement changes to data recording systems and working processes, accommodating changes in the requirements of internal and external stakeholders.
6. Conduct analysis of varied datasets, interpreting the findings to provide insight into demographic, environmental and behavioural factors in road traffic collisions. Communicate results of the analyses through meetings, presentations and written documents, making recommendations and ensuring interventions are data-led and cost-effective.
7. Work closely with the partnership Communications Team, helping shape the communications strategy and creating content for campaigns, using evidence based behavioural change techniques.
8. Provide guidance and support to engineers, enabling a holistic approach to collision prevention, identifying trends in behaviours, road users and locations, providing detailed geographical analysis and user profiles.
9. Collaborate with partners in regional and national organisations to identify best practice, improve performance and keep abreast of regional/national issues, utilising opportunities to take a lead role to enhance the reputation of the partnership.
10. Specific individual and shared targets and objectives will be defined annually within the postholder’s performance management framework.

Skills, Knowledge and Experience

11. Educated to RQF level 6 (Bachelor’s degree) or equivalent by experience.
12. Evidence of continuing professional development. Road safety experience is beneficial but not essential.
13. Experience of extracting and managing large amounts of numerical data, identifying and comparing trends, both local and national, under high levels of workload pressure in a busy technical office environment.
14. Ability to understand the information requirements of a data-led road safety partnership, with well-developed presentation and writing skills required to communicate the results of the analysis to non-data-specialists.
15. Experience of identifying and performing relevant statistical tests on data.
16. Ability to devise automated procedures for repeated data reporting tasks, including sharing with other organisations and publication on the website.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
