NRS is embarked on an ambitious transformation journey to modernise and reform its services. This is a new and exciting opportunity to play a key role in leading this change to ensure NRS services are sustainable in the long term. The post holder will embed new, agile ways of working across the organisation in order to deliver business change and digital transformation focussed on our customer needs. The post holder will deliver the corporate change strategy, replacing legacy systems in a pipeline of transformational projects overseen by a delivery team coordinating, planning and managing the change portfolio.
The post holder will enable NRS to deliver Ministers' aspirations for public service reform, putting customer needs at the heart of our approach, streamlining operations and ensuring services are cost effective and represent value for money.
The post holder will be a member of the NRS Executive Management Board, working with the Chief Executive and other Directors to set the strategic direction of the organisation, and will attend the NRS Strategic Board along with NRS Non-Executive Directors.
Responsibilities
* Oversee delivery of the NRS vision, strategy and Target Operating Model and a rolling portfolio of business change and digital transformation, providing robust portfolio management, governance and assurance and developing supporting workforce and finance plans, in order to deliver the strategic outcomes of the organisation.
* Develop NRS's Digital Strategy and roadmap, setting the organisation's long term architecture and vision for digital transformation and how this will be delivered, ensuring the strategy is aligned to the wider NRS corporate strategy and plan, Digital First approach and Scottish Government Digital Strategy.
* Lead the digital transformation of operational services, moving away from end of life legacy systems and putting in place longer term solutions as part of an end-to-end service design to deliver effective, efficient and flexible digital infrastructure across our NRS business services and deliver better outcomes for customers.
* Support development of a data strategy for NRS, maximise the opportunities of new technology like AI and collaborate on opportunities for shared digital service provision across the public sector and SG.
* Embed new ways of working across the organisation focussed on service delivery, using agile delivery methods to design and deliver services with the needs of customers at the heart, and support staff in the organisation through the change process.
* Oversee delivery of IT core services for NRS, including arrangements for robust cyber security, hardware supply, the procurement of commercial services and software licensing with a key focus on governance, sustainability, standards and best practice, ensuring quality customer service delivery to NRS internal and external customers.
* Provide leadership for NRS corporately as a member of the NRS Executive Management Board and attendance at the NRS Strategic Board with Non-Executive Directors, responsible for corporate decision making and setting the organisation's strategic direction
* Lead a directorate of c100 staff, fostering a culture of inclusion, learning, continuous improvement and customer-focussed delivery, ensuring teams have the capability and capacity to deliver, taking responsibility for the professional development of NRS's Digital, Data and Technology staff and relationships with the Scottish Government's Digital Directorate Line management of 5 C2s.

Experience:
* A strong track record of leadership at a senior level, successfully driving business change in a customer-facing environment.
* The ability to collaborate and engage effectively with a range of stakeholders and business interests to shape the development of strategy and the delivery of solutions.
* Proven senior level experience of developing and implementing digital strategy and transformation at scale and in a complex technical and financially challenged environment.

Location
NRS has 4 buildings, all in Edinburgh, and a further team located in Dumfries & Galloway.
Working pattern
Our standard hours at Senior Civil Service level are 37 hours per week. We follow the Scottish Government hybrid working policy and it is expected that the successful candidate will combine working from home with a presence in the workplace. We also offer flexible working arrangements.

Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
