Overview

Are you looking for an opportunity to apply your analytical skills in direct support of the Royal Navy (RN) front line? The RN Maritime Capability, Trials and Assessment (MCTA) organisation seeks a proactive engineer to join our professional team. The role involves review and analysis of data for condition monitoring systems and processes, user support, and the conduct of marine engineering trials. Attendance at ships in harbour and at sea, around the UK and occasionally overseas, will be required to assess and assure capability of marine systems in readiness for worldwide operations.

MCTA is a fast-paced team of Military and Civil Servants led by a Royal Navy Captain. The Marine Systems Group, specifically the Condition Monitoring Assurance Team (CMAT), reviews and analyses condition monitoring data and supports the systems and equipment used. Machinery Trials Assessment Unit (MTAU) and Machinery Vibration Assessment Unit (MVAU) deliver marine systems trials across new build, regeneration (refit/upkeep) and In-Service surface ships, from aircraft carriers to landing craft. Trials cover power generation and distribution, propulsion, supporting auxiliaries and domestic services, collectively a major component of a ship’s availability and capability.

This role is mainly, but not exclusively, focused on the delivery of assessment of data from condition monitoring systems and trials for Royal Navy vessels. The scope includes researching marine systems design and operating parameters, writing trials documentation, undertaking trials, analysing data and writing trial reports. There is also a remit to provide advice and guidance on trials requirements and conduct. The post is advertised at 37 hours per week and delivers the duties of an MCTA Marine Systems Trials Officer for all relevant system activities, including maintaining professional standards through training and development to deliver Operational capability assessments as required by NCHQ, DE&S and the Naval Authority and Technology Group. The role supports independent work and requires good interpersonal skills demonstrated in a team environment.

The post is based in Victory Building, Portsmouth, with travel to other UK locations and occasionally abroad to conduct assurance visits and progress meetings. Out-of-hours and weekend work, including nights away at sea and in other locations, can be expected.


Key responsibilities

* On behalf of key customers within Navy Command and Defence Equipment and Support (DE&S), provide capability assurance by evaluating and assessing marine propulsion and auxiliary systems, focusing on RN vessels but also other surface ships as required.
* Deliver CMAT activities to assure Condition Monitoring (CM). Primary CM system: MIMIC (Maintenance In a MICrocomputer).
* Deliver descriptive and interpretive analysis of 6-monthly and ad-hoc MIMIC data returns to aid identification of potential equipment failures.
* Utilise MIMIC expertise to advise users on defects, adjustment of Tours, and conduct CM Advisory/Support Visits on request.
* Act as the Vibration Monitoring (VM) Subject Matter Expert (SME) within MCTA for the MIMIC system and wider VM policy.
* Provide equipment calibration service to ensure data collection equipment for MIMIC is functioning correctly.
* Support the MTAU and MVAU teams in delivering trials in accordance with Shipping Regulations, Defence Standards, Classification Society Rules, Books of Reference and Operating Manuals.
* Conduct factory acceptance tests, new build trials, pre- and post-upkeep trials, large repair trials, and ship performance assessment trials.
* Analyse ship staff-conducted trial reports and perform final installation inspections (FII) on completion of alterations and additions (A&A).
* Update trials requirements and procedures based on trials experience and studies of specifications, drawings and machinery operating instructions.
* Advise on the content and order of Harbour and Sea Trials programmes to Platform and Equipment Authorities, Ship Builders, Upkeep Managers and Ship’s Staff.
* Produce defect lists and write trial reports and signals to provide feedback and dialogue on marine engineering matters to DE&S desks, support teams and industry partners.

The post holder is encouraged to contribute informed opinions on matters affecting MCTA and the Directorate and to support initiatives to improve conduct and cost of business activities.


Qualifications and experience

* At least NVQ Level 3, BTEC National Certificate, ONC/OND or equivalent in engineering (e.g., Marine Engineering), or demonstrable experience in a Marine Engineering environment.
* Full UK Manual Driving Licence and willingness to drive MOD-provided vehicles.
* Medically fit to conduct trials at sea; ENG1 medical is required (can be completed after a successful interview).
* Ideally, knowledge of all equipment associated with Marine Systems or willingness to develop this knowledge.

Selected applicants may be required to attend an interview in Portsmouth, and the closing date is 23:55 on the advertised date. A six-month probation applies for external Civil Service recruits. The department may review pay-related allowances; subject to UK policy. The Civil Service Pension provides a generous employer contribution.

* Salary: £29,580 per annum. MOD contributes £8,569 to the Civil Service Defined Benefit Pension.
