Ofgem is Great Britains independent energy regulator. In recognition of our growing agenda, over the past five years, Ofgem's levy funded budget has grown from circa 80 million to circa 200 million, payments administered to scheme participants have increased in value and volume and its workforce increased from 800 up to a planned 2,500 people.
Current HR, finance and procurement policies and processes rely on fragmented, outdated technology and inefficient and ineffective procedures. In response, Ofgem plans to design, procure and implement a new cloud-based ERP as the catalyst for behavioural and cultural change across the organisation, allowing a revised target operating model for delivering corporate functions across the organisation. We are looking for a Deputy Director to lead this transformation, alongside a programme on incremental and continuous improvements.
As a member of Ofgems Senior Civil Service (SCS), you have a strategic role to direct and lead multiple multi-disciplinary teams to drive transformational change across Ofgems corporate functions.
* Lead and deliver a complex programme of change to design, procure, implement and exploit a new cloud-based ERP alongside refreshed policies, reengineered processes, a revised corporate functions operating model and the required behavioural changes.
* Collaborate with internal and external stakeholders at all levels, manage relationships and inter-dependencies.
* Represent the programme at government-led governance, Ofgems Executive Boards, Steering Committees and Programme Boards, Business Readiness forums, staff engagement sessions and in discussions with other government departments and commercial partners.
* Plan and manage the programmes resourcing and commercial arrangements.
* Lead and oversee key programme documentation, necessary approvals, specifications and procurement documentation.
* Communicate the programmes benefits to stakeholders and staff, and implement mechanisms to realise these benefits and report efficiencies and savings
* More widely, sponsor strengthened controls, continuous improvement and innovation, and align the delivery of efficient and effective corporate and administrative functions to wider organisation challenges and changes
Person specification
Essential Criteria:
* You will be comfortable working with ambiguity in a dynamic environment.
Essentially, you will have gained experience of
* understanding and applying industry innovation and best practice to exploit technology and redefine ways of working to deliver corporate functions.
* leading complex programmes to drive behaviour change, improve effectiveness and/or realise efficiency savings.
* senior leadership of HR, Finance or Procurement teams;
* effective communications to staff.
* leadership of diverse stakeholders.
* procurement processes and managing suppliers.
Desirable criteria
* Experience of designing, procuring and implementing ERP solutions and operating model changes within central government or arms length bodies; or
* A Project Delivery Qualification
