This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.

Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.

Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

Part time fixed term contract for maternity cover of 12 months, with the possibility of extension.

The Joint Surrey and Sussex Procurement Team are excited to recruit for the position of Procurement Officer, working as part of the team to deliver contracts for services, works and supplies across both Forces.

From your first day with us you will be part of a policing family making a real difference, delivering contracts to allow both Operational and Non-Operational colleagues the resources needed to identify and protect vulnerable people, prevent and respond to harm and keep people safe. .

As a strategic function, your work is vital to delivering compliant contracts to Surrey and Sussex Police for areas ranging from Police Uniform, IT systems, Vehicles, Building works, Victim services and HR systems. You will work with Stakeholders across the Forces at all levels, helping them to develop their requirements, ensuring compliance with internal governance policies, as well as building and managing innovative competitive procedures for the for the evaluation of suppliers ensuring that Surrey and Sussex Police achieve value through every contract.

The role will be hybrid working, with a mixture of office and home working. Depending on location, you will be stationed at either Surrey Police HQ or Sussex Police HQ. When undertaking the role you will also be expected to attend other sites across the Surrey and Sussex police estate to meet with both Stakeholders and Suppliers.

This role will be 22.2 Hours per week, between Monday - Friday, excluding bank holidays. Due to team meetings there will be a requirement for the Successful candidate to work Tuesdays, all other days are open to discussion.

The department is flexible with working hours, providing core hours of 09:00-15:00 are covered. Where an individual is part time this is open to discussion.

As part of your role, you will be responsible for:

* Devising and preparing contract documentation for high value, complex portfolio of goods, works and services in consultation with internal stakeholders, ensuring needs are understood and that functionality and performance are effective.
* Creating and managing tenders/competitive processes in line with Internal Policy (Contract Standing Orders) and Procurement Legislation, in order to meet the demands of the Forces.
* Working to develop Procurement Strategies with key stakeholders to ensure that a suitable commercial strategy is in place, taking into consideration the objectives of savings forecasting, collaboration, whole supply chain risk management and ethical procurement.
* Conducting due diligence to ensure that Supplier proposals are in line with the requirements set out by the Business. Preparing and submitting detailed recommendations for contract award to the Senior Procurement Officer, Head of Procurement and Contracts and others as necessary.
* Be subject matter experts for assigned categories and ensure that changes to market are understood, options for collaboration are identified and options for savings (through negotiation or service redesign) are exploited.
* Supporting the Business with Contract Management, monitoring supplier performance against objectives and challenging poor performance where necessary.
* Commitment to continual professional development, ensuring up to date practices are adopted.

Skills & Experience

The Role of Procurement Officer requires the following skills and experience;

* GCSE English Grade C or above (or equivalent).
* Good verbal and written communication skills.
* Good general IT literacy through to advanced Microsoft Office skills and a willingness to undertake training to become proficient in using additional IT and multimedia systems that are essential to the role, such as Microsoft Teams, as well at Procurement E-tendering sites.
* Experience of managing tender processes in either a public sector or similar procedure focused environment, with a minimum of 1 year experience.
* Full Chartered Institute of Purchasing and Supply qualifications or commitment to complete to MCIPS status. The Force is committed to supporting their staff with their development and will work with staff to help them achieve their MCIPS status, through paid study materials, first attempt exams and study leave in line with Force Policy.
* Strong analysis skills in relation to creation of spend baselines, benchmarking and benefit tracking.
* Mature stakeholder engagement skills that enable them to build relationships with staff from operational level through to senior ranks.
* Strong persuasion skills that ensure credibility, provide confidence in the individual and bring many stakeholders together into operational teams.
* Confidence to manage projects and work on their own initiative. Has an understanding of how to elevate issues and present in a concise manner to senior managers.
* Commercial awareness that demonstrates an understanding of how markets operates, motivators for suppliers, cost construction and negotiation principles.
* Strong organisational skills for setting own workplans and timetables for projects.
