FTRS NEW PLATFORM CELL (NP2) STAFF OFFICER TO FOST CAPTAIN SHIPS. Captain Ships to Fleet Operational Standards and Training (FOST) is responsible for training all units of the Royal Navy (RN) and Royal Fleet Auxiliary (RFA) to meet the levels of readiness and the performance standards required by the Force Generating Authority (FGA). The FOST Ships New Platform Cell (NPC), consisting of two Full Time Reservist Service (FTRS) posts are responsible for co-ordinating FOST engagement with, and act as FOST(S) leads for all New Project requirements; the coordination of all support towards the design, development and generation of Type 26 (T26), Type 31 (T31) and Future Solid Support (FSS). The NPC Staff Officer 2 (NP2) is to be a FTRS post with a sea liability (Limited Commitment) and includes the efficient management and use of FOST(S) Suitably Qualified Experienced Personnel (SQEP) to support the design, development, generation and Training and Assurance for T26, T31 and FSS. NP2 Primary Purpose To act as the Single Point of Contact (SPOC) at FOST(S) for the collation, prioritisation and dissemination of demands from new build projects and to ensure that they are met efficiently and in a timely manner. In addition, to record and manage actions and decisions taken with respect to the different elements of projects including Working Groups (WGs) that will inform the development of downstream training and assurance activity and act as the SPOC for NPC teams formed within core sea rider FOST(S) personnel. Superiors Accountable to Staff Marine Engineering Officer (SMEO) to FOST(S) for the achievement of all principal tasks and to all other FOST(S) HoDs for discrete tasking as applicable. Authority NP2 will have the authority in the following areas: To liaise with Ship’s Staff and other stakeholders in compiling, co-ordinating and delivering bespoke Collective Training solutions to meet SARC and OST requirements for all New Platforms. The day-to-day administration of the NPC sub-department, including administration of the relevant MS Teams site. To liaise with ALL FOST(S) sub-departments, Planners, Programmers and HoDs/DHoDs as necessary, to meet set objectives. Principal tasks FOST(S) NPC planning will initially support the following key activities: To represent FOST at all T26, T31 and FSS Working Groups (WGs) and Stakeholder meetings and advise when other representation is required. Development of TNA’s, Manning Solutions and coordination of FOST support towards compilation and validation of System Operating Procedures (SOPs) and Emergency Operating Procedures (EOPs) for New Platforms. Support to New Platform projects in the compilation of bespoke SARC models to ensure achievable training and assurance solutions are delivered. Development and validation of future baseline OST syllabi ensuring feasibility in meeting Collective Training objectives for New Platforms. Ensure FOST(S) SQEP is developed to support generation and achievement of the early SARC and OST requirements for New Platforms. Identify and scope Long Lead Specialist Skills (LLSS) and Interim/Steady State Professional course requirements to best support generation of FOST(S) lead teams for emerging platforms.
