Resource Manager – Major Infrastructure Programme (Client-Side Environment)
Location: Hybrid / Warrington
Contract Type: Inside IR35 - 4 hours a day, 5 days a week
An exciting opportunity has arisen for an experienced Resource Manager to play a key role in shaping and delivering the Resource Management Plan for a major infrastructure delivery organisation. This role will ensure that programme and client resourcing needs are proactively identified, understood, and met, while continuously improving resourcing performance across a complex, multi-stakeholder environment.
Key Responsibilities
* Develop and deliver the organisation’s Resource Management Plan, ensuring demand and capacity are effectively aligned across internal teams and delivery partners.
* Act as a trusted advisor on resourcing matters, supporting strategic workforce decisions in line with programme and client priorities.
* Support or lead the development and implementation of a Resource Management Model, including the design of processes, tools, systems, and reporting mechanisms.
* Lead and support organisational resource management initiatives, including talent development pathways, graduate and apprenticeship schemes, and succession planning.
* Chair and contribute to resource management forums with delivery partners and internal stakeholders.
* Oversee the end-to-end resourcing process – including new starts, movers, and leavers – ensuring visibility, consistency, and control.
* Monitor and analyse resource performance metrics, utilisation, capacity forecasts, and workforce data to inform decision-making.
* Proactively identify and facilitate redeployment and succession opportunities to retain organisational knowledge and capability.
* Serve as the first point of contact for demand leads, analysing requests, resolving blockers, and balancing workloads across the portfolio.
* Lead initiatives to drive continuous improvement in resource management performance and organisational agility.
About You
* Degree-qualified, with proven experience in resource management, workforce planning, or capacity management within a large, complex, or project-led environment (e.g. infrastructure, engineering, consulting, or government).
* Highly organised, analytical, and goal-oriented, with the ability to influence and engage across all levels of the organisation.
* Strong relationship-building skills, capable of working collaboratively with partners and internal stakeholders.
* Resilient, proactive, and confident in challenging the status quo to drive improvement.
