Strategic Responsibilities
1. Provision of financial and commercial advice to achieve the strategic and operational goals of the Care Group, Corporate areas, and wider Trust.
2. Support to business leaders and clinicians to enable decision-making and performance optimization.
3. Identification of issues for the Board, Executive Team, or Care Group/Corporate Group.
4. Ensure consistency in advice across the financial management department, fostering shared learning and a unified trust approach.
5. Collaborate with the Financial Management department to improve accounting systems and financial reporting, contributing to financial sustainability and efficiencies.
6. Deputize for the Assistant Director of Finance on financial management matters as needed.
Financial Management
1. Oversee all aspects of financial management within the assigned Care Group or corporate area.
2. Review and approve monthly performance reports for distribution.
3. Provide financial advice to the Executive team, translating complex issues into meaningful information.
4. Monitor non-financial performance indicators to identify resource use improvements.
5. Work with operational managers to enhance productivity and financial performance.
6. Develop recovery measures when performance deviates from plans.
7. Contribute to the evolution of Care Group reporting.
8. Develop efficiency schemes in collaboration with senior management, aligning with trust and national requirements.
9. Ensure robust planning and resource allocation for service improvement programs.
10. Assess and review efficiency delivery and financial benefits, addressing issues proactively.
11. Develop financial content for project schemes and promote the use of PLICS for efficiencies.
Planning, Budgeting, and Forecasting
1. Lead financial planning advice for strategic initiatives and new business proposals.
2. Manage the annual budget process, setting objectives to meet performance targets.
3. Identify and quantify service developments, cost pressures, and capital bids.
4. Ensure deadlines are met and budgets are approved before the financial year begins.
5. Review and amend budgets as necessary, ensuring robust forecasting and early warning of issues.
6. Lead the preparation of financial recovery plans if forecasts deviate from plans.
7. Ensure budgets are signed off before the start of the financial year.
Business Cases
1. Take responsibility for the financial aspects of business cases.
2. Coordinate input and ensure quality standards are met.
3. Review financial analyses and ensure robust investment appraisal techniques are applied.
4. Present business cases to approval groups, demonstrating financial implications.
5. Conduct training on financial issues for staff.
Leadership and Management
1. Provide leadership to the Financial Management Team, including staff development.
2. Assist in workload and capacity management within the department.
3. Review staffing needs to align with strategic goals.
4. Ensure statutory and mandatory training, appraisals, and personal development plans are completed.
5. Manage staff effectively according to HR policies.
6. Create a culture of empowerment and accountability for service improvement.
