Hybrid working – on average, currently one day per week in the office, or approximately 20% of the month.


Job summary

Ofgem is working at the forefront of the fight to combat cyber threats to Britain’s energy system and directing the charge to secure the infrastructure that underpins our transition to Net Zero. We’re now looking for a Head of Cyber Policy to join us and oversee cutting‑edge, high‑impact policy that will shape how cyber resilience is embedded across the energy sector.

We’re offering a permanent opportunity to take on a pivotal leadership role at a time of significant transformation. This is a rare chance to coordinate a high‑profile policy area, shaping how cybersecurity is integrated into energy regulation and influencing outcomes that are critical to society. You’ll operate at the centre of major national programmes, ensuring policy keeps pace with rapid technological and system change.

As a senior leader, you’ll set the direction for a growing team and drive delivery across complex, cross‑government initiatives. You’ll play a central role in major programmes such as the Cyber Security and Resilience Bill and Smart Secure Electricity Systems, working closely with organisations including DSIT and DESNZ to ensure effective implementation and sector‑wide impact.

This role offers extensive exposure across government, regulators and industry, with responsibility for influencing how cyber resilience is embedded across policy from the earliest stages. You’ll be at the forefront of strategic decision‑making, balancing risk, innovation and consumer protection while driving collaboration across diverse stakeholders.

We’re looking for an experienced and credible leader with a strong track record of shaping policy in complex, technical environments. You’ll bring the ability to lead high‑performing teams, influence at senior levels and navigate ambiguity to deliver clear, strategic outcomes.

Person specification

* Demonstrated inclusive leadership in a complex technical or policy environment, with significant experience leading teams (formally or informally). Proven ability to set clear strategic direction and priorities while creating a high‑performing, empowering culture that enables people to reach their potential and deliver high‑quality outcomes. Builds and sustains strong, trusted relationships across diverse teams and stakeholders, driving accountability, collaboration and results.
* Significant experience of making policy decisions that balance risks, trade‑offs, and wider commercial and economic considerations. Able to understand, communicate and balance security or technical needs, alongside wider duties.
* Significant experience of leading the policy development of high‑profile, cross‑agency workstreams, and managing the input of relevant analytical, technical, and legal experts to appraise policy proposals.
* Strong track record of engaging, advising, and influencing stakeholders at all levels, including senior leadership. Skilled in fostering collaboration and trust across a wide range of internal and external partners.
* An effective and engaging communicator, both verbally and in writing. Able to distil complex or technical subject matter into clear, relevant messages tailored to varied audiences, including senior stakeholders.
* Knowledge and/or expertise in Cyber Policy and/or energy regulation.
