Job Summary
ABL Health have expanded the Gloucestershire integrated healthy lifestyle service with a new Tobacco Dependency Outreach Service, commissioned by Gloucestershire County Council. This transformative service seeks to work collaboratively with communities to transform the lives of the local population. The service will support residents to help them stop smoking and improve their wellbeing, all embedded in sustainable behaviour change.
Responsibilities
* Leadership & Quality Improvement: Lead a team of stop smoking specialists and an administrator to deliver evidence‑based tobacco dependency support to priority communities across Gloucestershire. Provide day‑to‑day supervision, performance management and professional development, ensuring high standards through audits, observations and reflective practice. Drive quality improvement, support governance processes and produce reports highlighting service effectiveness.
* Service Development & Operational Management: Coordinate and manage all aspects of the Tobacco Dependency Outreach Service, ensuring KPIs are met and workloads are planned efficiently. Collaborate with the professional stop smoking lead to embed best practice, maintain accurate client records, monitor outcomes and use feedback to refine service delivery. Support service promotion and communication to increase awareness and referrals.
* Stakeholder Engagement & Partnership Working: Work with key stakeholders across community, primary and secondary care to maintain seamless referral pathways and feedback processes. Deliver brief stop‑smoking advice training, contribute to integrated care and community campaigns, represent the service at meetings, events and partnership activities.
Person Specification
* Qualifications (Essential): Degree or equivalent experience in health improvement/public health/social care related field.
* Qualifications (Desirable): Leadership qualification, project management qualification, NCSCT qualification.
* Experience (Essential):
o Experience working and engaging with communities (LGBTQ+, Polish, homelessness, substance misuse and other priority groups).
o Delivery/management experience in stop smoking, weight management, physical activity or other behaviour change interventions.
o Experience managing teams, project and operational management.
o Experience working with a range of stakeholders to improve health outcomes.
o Experience in contract and performance management.
o Experience using data to inform service development.
o Knowledge of the wider tobacco control agenda.
* Experience (Desirable):
o Previous experience working in Smoking Cessation services.
o Experience working with commissioners.
* Skills and Competencies: Leadership, project management, strategic thinking, communication, results orientation, relationship building, quality driven.
Remuneration and Working Pattern
Salary: £32,000 to £36,000 a year (pro‑rated part‑time)
Contract: Permanent
Working pattern: Part‑time, Flexible working
