Role Purpose
As a People and Operations Support Officer, you will play a vital role in keeping our organisation people-focused, compliant, and inspection-ready. Acting as the bridge between HR, compliance, and operational teams, you'll ensure our workforce records, recruitment processes, and training programmes are accurate, up to date, and audit-ready.
This role goes beyond administration — it's about enabling safe, effective services through strong governance, supporting staff development, and ensuring smooth HR operations. You'll bring structure, attention to detail, and a passion for quality to help us maintain the highest standards of care and compliance. Key Responsibilities
HR Governance & Compliance
· Act as the first point of contact for HR governance and compliance queries, supporting operational and quality leaders.
· Maintain accurate workforce data including incidents, absences, staffing gaps, and safeguarding records.
· Oversee compliance trackers, audit logs, and inspection preparation to ensure the organisation is always audit-ready.
· Support policy governance by maintaining version-controlled HR and safeguarding policies and ensuring staff acknowledgements are recorded.
Safe Recruitment & Onboarding
· Manage safe and effective (SAE) recruitment processes, including references, right-to-work, DBS checks, and professional registrations.
· Ensure recruitment files are complete, accurate, and fully compliant before new staff start.
· Work with managers and the HR Admin team to deliver timely, smooth onboarding experiences, including induction training and document distribution.
Training & Workforce Competency
· Maintain the organisational training matrix and ensure compliance with mandatory and refresher training.
· Liaise with training providers and internal leads to organise training sessions, track attendance, and file certification.
· Monitor staff competencies, refresher needs, and development milestones, escalating gaps to managers.
· Produce regular compliance and training reports for senior leaders.
Leadership Development Monitoring
· Track participation of team leaders and managers in leadership development, CPD, coaching, and supervision programmes.
· Maintain competency and leadership development records, ensuring managers meet required standards.
· Support administration of performance reviews and leadership development activities.
Service Improvement & Operational Support
· Collate and analyse HR and workforce data to support governance reporting, KPIs, and service improvement plans.
· Assist in monitoring compliance against contractual requirements and internal frameworks.
· Support internal audits and inspections with accurate documentation and reporting.
· Identify and escalate inconsistencies or risks in HR documentation, training records, or recruitment files.
Safeguarding Support
· Monitor safeguarding training compliance and follow up with managers to ensure refresher training is up to date.
· Support documentation, logging, and follow-up actions for safeguarding incidents and concerns.
· Provide administrative oversight of safeguarding processes, ensuring records are accurate, secure, and inspection-ready.
Employee Relations & HR Administration Oversight
· Provide oversight and guidance to HR administrative staff, ensuring consistency, accuracy, and compliance across employee records and processes.
· Support managers with employee relations processes (e.g., absence monitoring, grievance/disciplinary tracking, probation reviews) by ensuring documentation is accurate and audit-ready.
· Act as a coordination point for staff queries, escalating complex HR issues to senior HR or operational leaders where appropriate.
· Contribute to employee wellbeing and engagement initiatives, helping to maintain a positive and inclusive workplace culture.
Requirements
Essential
· Experience in HR, compliance, or administration, ideally in health, care, or education.
· Strong organisational and time-management skills, with the ability to prioritise effectively in a fast-paced environment.
· Excellent written and verbal communication skills.
· High attention to detail and ability to handle sensitive information with professionalism.
· Competent in Microsoft Office (Excel, Word, Outlook).
Desirable
· Experience working in a regulated environment (healthcare, education, social care).
· Knowledge of safe recruitment practices and HR compliance frameworks.
· Familiarity with HR or learning management systems.
