The primary function of the role is to to assist the Corporate Head of Planning, Economy and Built Environment Control and Development Manager by providing capacity and dealing with Planning matters and progress significant schemes. To be responsible for your own case load of mainly large high profile planning applications and appeals. To meet the objectives set out in the Councils service area plan. 3. To assist with service improvement where appropriate. 4. Ensure Targets, with particular reference to the quality and speed of decision making, described in the Planning Business Plan are met. MAIN DUTIES OF THE POST To be responsible case officer and lead on planning applications of substantial complexity. Any other cases as required by the Council. 2. To assist the Development Manager as required in the determination and progression of defined planning applications in accordance with the Councils delegation procedure. 3. As and when required by the Development Manager to provide mentoring/supervision/support to more junior officers on more complex and sensitive cases and applications. 4. To advise Elected Members, staff, applicants, professional agents and the general public on planning issues and other matters within team remit and wider service. 5. To assist the Development Manager in the supervision and delivery of consistently high quality reports and recommendations on applications and planning matters to the Planning Committee. 6. To attend and present recommendations on planning matters to the Planning Committee if so required. 7. When necessary to assist the Development Manager in the co-ordination, supervision, completion and submission of high quality appeals statements and evidence by all Officers within the appropriate timescales. 8. To prepare written statements and proofs of evidence for appeals, attending Informal Hearings and Public Inquiries as an expert planning witness, particularly in relation to cases that free up service capacity. 9. To keep up-to-date and advise staff on current legislation and procedures affecting the Planning function. 10. Any other duties and responsibilities that may be reasonably allocated by the CHPEBE or Development Manager as necessary.
