Job Summary
NHS Greater Manchester (NHS GM) is looking for an enthusiastic, knowledgeable and experienced Consultant in Public Health to join our organisation at a time of real change and opportunity.
Under the direct line management of the Chief Medical Officer, and working alongside skilled peers, you will lead a wide-ranging portfolio with a particular focus on healthcare public health, health protection, and statutory responsibilities of the organisation.
You will work with external stakeholders including the GM Public Health Network, Local Authorities and the GM Combined Authority to influence system-wide health improvement and prevention action to improve health outcomes and reduce inequalities in Greater Manchester.
Main Duties
As a Consultant in Public Health at NHS Greater Manchester you will have the opportunity to improve the lives of our local population, by providing specialist public health leadership, advice, and action to improve health and wellbeing outcomes.
Responsibilities
* Provide public health leadership to strategy and policy development in the ICB and across the wider GM system.
* Lead specialist health protection and support across the Integrated Care System, including outbreak and infectious disease management.
* Accountable for specialist healthcare public health leadership and statutory responsibilities in health protection, section 7A public health services, health and justice, and programmes relating to TB, HIV and Hepatitis.
* Use data, intelligence and insight to assess population health and conduct needs assessments, health impact assessments and health equity audits.
* Review service provision and commissioning approaches for whole pathways, emphasizing evidence-based prevention and early intervention.
* Optimise value for money using health economics and evidence-based prioritisation.
* Engage key stakeholders, including the public, to drive comprehensive action to improve health outcomes and reduce inequalities.
* Lead specific pan‑GM programmes aimed at improving health outcomes and reducing inequalities.
* Provide professional and managerial leadership within and beyond the ICB, setting objectives, managing performance and resources, and assessing impact or risk.
* Advise on modelling contributions of interventions to defined outcomes for care pathways and health needs.
* Design monitoring and evaluation frameworks and establish indicators and benchmarks to map service performance and ensure equity.
* Support patient and public engagement through insight and community‑based engagement and co‑production.
* Support research bids with academic partners and commission research or audits where funding is available.

Person Specification
Essential Qualifications:
* Inclusion in the GMC Specialist Register with a license to practice / GDC Specialist List / UK Public Health Register (UKPHR) for Public Health Specialists.
Essential Knowledge:
* High level of understanding of epidemiology, statistics, public health practice, health promotion, health economics and health care evaluation.
* In‑depth knowledge of methods for developing clinical quality assurance, quality improvement and evidence‑based practice.
* Strong understanding of interfaces between health, social care and key partners (wider determinants of health).
Essential Skills and Competencies:
* Strategic thinker with proven leadership skills.
* Substantially numerate, highly developed analytical skills using qualitative and quantitative data, and ability to present complex data accessibly.
* Ability to design, develop, interpret and implement policies.
Essential Experience:
* Significant previous experience of public health practice at a senior level and a proven track record of strategic leadership delivering improved outcomes in complex political environments.
* Development of strategy and policy in organisations and complex systems.
* Delivery of successful change management programmes across organisational boundaries.
