Job Summary:
• We are seeking an experienced and proactive Senior Housing Officer (LBR11) to lead and support a team of Housing Officers in delivering excellent housing services across the borough.
• This role is central to driving neighbourhood-based service delivery, ensuring resident satisfaction, and achieving strategic objectives.
• The postholder will be responsible for people management, performance monitoring, and working collaboratively with internal departments and external partners to improve housing outcomes and community wellbeing.
Key Duties/Accountabilities (Sample):
• Lead, motivate, and develop Housing Officers to act as visible, accountable neighbourhood champions.
• Promote proactive engagement with residents and the creation of neighbourhood plans aligned with local priorities.
• Ensure excellent customer service is at the core of all resident interactions.
• Use innovative performance management techniques to exceed service targets and improve outcomes.
• Support delivery of the Council’s strategic housing objectives and contribute to continuous service development.
• Represent Housing Management in cross-functional management teams, deputising and sharing responsibilities as needed.
• Monitor and manage team budgets, ensuring compliance with financial regulations and council policies.
• Embed a culture of customer focus and accountability.
• Ensure effective communication with residents, staff, and stakeholders about service performance and changes.
• Oversee timely and appropriate responses to complaints and enquiries.
• Ensure staff effectively enforce tenancy agreements, leasehold obligations, and manage estate-level issues.
• Support the professional development of staff through training in enforcement and tenancy matters.
• Promote a strong presence on estates through inspections and walkabouts.
• Oversee ASB case management and work with internal and external partners to deliver sustainable solutions.
• Work with cross-sector partners to identify and address vulnerabilities, ensuring residents receive appropriate support and guidance.
• Promote tenancy sustainability and prevent avoidable breaches of tenancy obligations.
• Build strong working relationships with key stakeholders including residents’ associations, councillors, MPs, police, and third-sector organisations.
• Influence and collaborate with partners to ensure cohesive service delivery in line with local needs.
• Ensure adherence to all relevant Health & Safety legislation and council protocols, including risk assessments.
• Promote and implement the council’s equality and diversity policies within all areas of responsibility.
Skills/Experience:
• Substantial experience in housing management, ideally within a local authority or similar public sector setting.
• Proven leadership and team management experience, with the ability to motivate and develop staff.
• Strong working knowledge of tenancy law, housing legislation, leasehold obligations, and enforcement practices.
• Excellent customer service skills and a commitment to delivering resident-centred services.
• Experience in managing budgets and ensuring compliance with public sector financial procedures.
• Demonstrated ability to manage ASB cases and work effectively with external agencies.
• Strong written and verbal communication skills, able to adapt to a range of audiences.
• Experience working with vulnerable residents and a good understanding of support services and referral pathways.

• Good understanding of Health & Safety requirements in a housing context.
• Able to work flexibly and collaboratively with internal departments and external partners to deliver strategic goals.
Additional Information:
• Hybrid role - 3 to 4 days a week from the office.
