The Directorate for Health and Social Care Finance, part of the Cabinet Secretary for Health and Social Care’s portfolio, oversees the management of over £21 billion in public spending. This includes financial oversight and performance reporting for 14 Territorial NHS Boards, 8 National Boards, associated agencies, and internal programme expenditure across the Scottish Government Health and Social Care Directorates. We are seeking a highly motivated and experienced Senior Financial Management and Reporting Manager to lead on the delivery of high-quality financial reporting, governance, and strategic financial planning across the Health and Social Care portfolio. In this pivotal role, you will work closely with Health and Social Care Directorates and central finance colleagues to ensure the integrity of financial information, support robust decision-making, and drive continuous improvement in financial systems and processes. This is an exciting opportunity to make a significant impact on the financial stewardship of one of the largest public sector portfolios in Scotland. You will report directly to the Head of Financial Management and Reporting and lead a team of four finance professionals, providing direction, support, and development opportunities. Responsibilities Lead the coordination and delivery of accurate, timely in-year financial reporting for the DG Health and Social Care (DGHSC) portfolio, providing senior leadership with critical insights to support strategic decision-making and ensure a balanced financial position. Drive continuous improvement in financial reporting for DGHSC, producing high-quality outputs that influence decision-making and support budget-holders across the portfolio. Lead the DGHSC portfolio through transformational change, including embedding enhanced reporting and budget monitoring practices as part of the continued implementation of Oracle Cloud and EPM Finance Systems. Oversee contributions to statutory financial reporting, including Annual Accounts and Provisional and Final Outturn, ensuring quality assurance and compliance with corporate standards. Provide strategic analytical support for portfolio budgeting and spending reviews, enhancing internal datasets and processes to strengthen financial planning. Ensure robust financial governance and control frameworks are embedded across Scottish Government Health and Social Care Directorates, with oversight of key reconciliations and ledger integrity. Lead and develop the Financial Management and Reporting team, fostering a high-performance culture through coaching, mentoring, and professional development. Champion process automation and continuous improvement, driving efficiencies in financial operations and enhancing stakeholder engagement through streamlined practices. Contribute to the ongoing restructuring and role review within the Division, with responsibilities subject to change as part of the evolving organisational structure. Responsibilities Qualifications The successful candidate must be fully CCAB qualified (or equivalent) with up to date CPD.
