The Commercial/Contract Mobilisation Lead provides commercial leadership, supplier management expertise and strategic challenge across the CCaaS mobilisation phase. Operating at the interface between HMRC, the SRO, Commercial Directorate and the CCaaS supplier, the role ensures that HMRC establishes the right contractual foundations, delivery controls, performance frameworks and commercial governance required for a high‑value, high‑risk digital transformation programme.

This role blends commercial mobilisation, strategic supplier oversight and public sector governance, ensuring that HMRC enters Day‑1 of supplier onboarding with clear accountability, strong commercial protections and a delivery model aligned with Government standards.


Key Responsibilities

* Mobilise the CCaaS contract from award through onboarding, ensuring all obligations, milestones and dependencies are understood and triggered on time.
* Translate supplier contractual commitments into clear, actionable delivery activities for HMRC teams.
* Act as the senior commercial interface between HMRC and the CCaaS supplier, ensuring alignment on mobilisation, obligations and delivery expectations.
* Provide expert commercial challenge to supplier assumptions, proposals and risk positions.
* Ensure supplier engagement aligns with Government commercial standards, HMRC governance and performance expectations.
* Design and oversee commercial assurance, including readiness checks, dependency tracking and compliance monitoring.
* Identify and manage commercial risks, advising on contractual levers, remedies and negotiation approaches.
* Support commercial escalations and dispute resolution, providing clear, evidence‑based recommendations.
* Provide clear, timely and commercially‑informed reporting into governance forums and senior decision‑makers.
* Lead or support supplier onboarding, ensuring due‑diligence, assurance, integration and readiness meet Government standards.
* Senior‑level experience operating in complex public‑sector environments, including engagement with SROs, Directors and senior commercial leaders.
* Proven commercial leadership acting as the strategic interface with major suppliers in digital, CCaaS, SaaS or cloud‑based delivery contexts.
* Hands‑on expertise in contract mobilisation, including commercial levers, performance frameworks, negotiation and dispute management.
* Strong understanding of Government commercial frameworks, governance, procurement and supplier assurance (including PA23).
* Experience delivering supplier onboarding and integration, ensuring due‑diligence, readiness, compliance and alignment with operational and technical delivery.
* Exceptional communication, analytical and influencing capability, able to interpret complex supplier information, manage risk and support high‑stakes decision‑making.
