Position Summary
The Delivery Procurement Director is accountable for the successful delivery of a complex, high‑value portfolio of civil engineering, stations and railway systems works and services that are critical to the HS2 Ltd programme. This role plays a central part in enabling the safe, timely and cost‑effective delivery of one of the UK’s most significant infrastructure programmes.
Base salary: £91,000 pa to c.£122,026 pa depending on skills and experience. In addition, we offer a flexible benefits fund of 20% which is paid on top of the base salary and is fully pensionable.
Responsibilities
* Provide leadership and direction for the HS2 Ltd procurement teams.
* Support delivery teams in establishing effective performance management and controls.
* Lead the development of procurement plans for each of the complex packages to be procured.
* Develop and deliver a strategy that facilitates best value across the large number of contracts through package & programme‑level incentives.
* Ensure procurement requirements are delivered on time and provide good value for money delivering high quality suppliers.
* Ensure procurement activity meets strategic objectives and complies with Procurement Act 2023 and government framework options.
* Work closely with Commercial Directors, Client Directors and Corporate Functions to deliver contracts that meet commercial and delivery needs.
* Create a world‑class procurement function recognised as such by suppliers and other organisations.
* Oversee procurement and contract authorities in accordance with delegated authorities.
* Lead the team ensuring consistent implementation and continual development of the HS2 Integrated Management System (IMS).
* Embed a safety culture in all procurements, ensuring Health & Safety requirements are included in contracts.
* Oversee the delivery of EDI strategy across HS2 Ltd and its supply chain, actively promoting EDI.
Skills & Qualifications
* Strong commercial acumen and advanced negotiation skills to secure optimal value, manage risk, and deliver sustainable outcomes across complex procurement portfolios.
* Proven ability to procure complex and high‑value works, goods, and services, selecting and applying appropriate procurement routes in line with regulatory thresholds, risk profiles, and market conditions.
* Expert knowledge of central government procurement policies and regulations, ensuring full compliance while driving effective, efficient, and commercially sound procurement delivery.
* Skilled at influencing senior internal and external stakeholders, including government departments, to align objectives and drive impactful results.
* Experience leading and developing high‑performing teams that consistently deliver customer‑focused solutions and measurable outcomes.
* Strategic thinker with clear, effective communication and confident leadership in complex and challenging environments.
* Advanced negotiation skills in contract terms, relationship management, and dispute resolution, ensuring equitable outcomes while safeguarding programme interests and fostering productive partnerships.
Required Experience
* Experience of supply chain management, including sourcing, coordination and delivery of goods and services.
* Rail construction and commercial experience, understanding commercial and delivery requirements of rail infrastructure projects.
* Experience operating in a highly commercial organisational environment, undertaking high‑value and high‑profile procurements, preferably within the public sector.
* Leading multi‑million‑pound commercial negotiations within major infrastructure projects in the public sector.
* Leading teams of significant size, including senior procurement professionals responsible for procurement of works and services on major projects.
* Experience leading procurement activity from planning through to delivery on major UK infrastructure projects such as rail, airports, highways, and large‑scale programmes.
* Strategic level procurement experience, able to lead high‑value major projects and provide commercial leadership across complex programmes.
* Educated to Degree, FCIPS or equivalent.
* Significant experience engaging with and influencing diverse internal and external stakeholders, including senior management, regulatory bodies, and contractor leadership.
