About Our Client

National clinical audits and clinical outcome review programmes play a vital role in improving patient outcomes, supporting clinicians, and strengthening the NHS by delivering robust, data-driven insights that drive quality improvement. As the organisation responsible for commissioning and managing the National Clinical Audit and Patient Outcomes Programme (NCAPOP) on behalf of NHS England, Welsh Government and Devolved nations, HQIP ensures that healthcare quality and outcomes are measured against explicit standards, providing actionable insights that enhance care at both national policy and local patient levels.Led by the Academy of Medical Royal Colleges and the Royal College of Nursing, HQIP enables those who commission, deliver, and receive healthcare to harness clinical data to deliver meaningful, lasting improvements in care quality across the UK. We do this through engaging organisations at national level including CQC, DHSC, UKHSA, HDR UK, HRA and many others, as well as a wide range of key stakeolders across the healthcare sector such as patients, healthcare provider organisations and clinical teams.

Job Description

3. Work with the Associate Director of Procurement and the Senior Procurement Manager to develop agile planning and commissioning of HQIP procurement activity.
4. Manage the procurement and contracting life cycle process for new commissions, contracts being renewed and contract variations to agree standards.
5. Draft Contracts of Appointment and Contractual Agreements as required using specialist knowledge and ensure they clearly specify service delivery, quarterly payments and deliverables as appropriate.
6. Support Associate Directors in achieving value for money throughout contract development and negotiation.
7. Be pivotal in supporting the Associate Director of Procurement in driving change through the procurement function.
8. Manage internal and external client expectations effectively, be able to motivate and represent procurement as a customer focused business partner with enhanced stakeholder relationship building skills.
9. Have a strong understanding of client needs and respond to internal and external client enquires within acceptable timescales.
10. Present a positive image of HQIP at all times as well as maintaining effective relationships with colleagues, external partners and other stakeholders. Remain pro-active and positive at all times.
11. Update data records on shared drive and on eSourcing portals.

The Successful Applicant

12. Knowledge of developing, costing and managing contracts
13. Experience of drafting Contracts of Appointment, Contracts of Variation and Contractual Agreements ensuring close attention to detail
14. Knowledge and experience of working within the public / not-for-profit sector in a contracting or procurement support role
15. Demonstrable and in-depth knowledge and experience in public sector procurement and highly proficient in PA23 / Public Contracts Regulations 2015 and its application (equivalent to 3 - 5 years' experience)
16. Must have experience running above thresholds procurements end to end, including requirements analysis and documentation, tender pack drafting, supplier/market engagement, contract drafting, negotiation, finalisation and award
17. Experience of pre-procurement elements of the life-cycle including supply market testing, sounding and research
18. Must understand the whole procurement lifecycle
