Job Description
East Midlands Combined County Authority (EMCCA) is the first mayoral combined county authority in the country – a bold new organisation established in 2024 to drive growth and opportunity across Derbyshire, Nottinghamshire, Derby and Nottingham. By bringing decision-making closer to our region, we’re creating a better connected, more competitive, and more prosperous East Midlands.
We’re building a high-performing Finance function with the potential to achieve something truly transformative. You’ll join a new organisation with collaboration and impact at its core – shaping corporate finance systems and strategies that empower teams, support better decision-making, and deliver lasting benefits for people and places across our region.
About the role
We’re looking for a Head of Corporate Finance to provide strategic leadership and management of EMCCA’s corporate finance function. You’ll oversee all aspects of financial planning, treasury and capital management, ensuring the integrity of EMCCA’s accounts, systems and reporting.
Collaboration and working in partnership are absolutely central to this role. Alongside the Director of Finance, the Head of Financial Services, and Finance Business Partners, you’ll help build a joined-up, high-performing finance team that supports effective decision-making across the organisation.
You will:
* Lead and develop the corporate finance function, ensuring it aligns with EMCCA’s strategic priorities
* Own and oversee the Medium-Term Financial Strategy (MTFS), capital strategy, and treasury management
* Ensure robust financial governance, compliance and risk management across EMCCA
* Lead on the preparation of statutory accounts and the annual Statement of Accounts process
* Drive financial efficiency, value for money, and continuous improvement in financial management
* Act as a trusted advisor to senior leaders, providing clear, evidence-based insight to inform decision-making
This is a great opportunity to shape financial systems and frameworks within a newly formed combined authority – establishing the foundations for long-term sustainability and regional impact.
About you
You’ll be a fully qualified Chartered Accountant (CIPFA, CIMA or ACCA) with substantial experience as a senior finance leader in local government or another large, complex organisation.
You’ll bring:
* Deep expertise in corporate finance, treasury and capital strategy, and financial governance
* A strong track record in financial planning, performance management, and statutory reporting
* Proven ability to lead, motivate and develop high-performing teams
* Excellent analytical and communication skills, with the ability to simplify complex financial information for diverse audiences
* A collaborative, solutions-focused approach, with the confidence to influence at senior levels
* A commitment to continuous improvement and innovation in public sector finance
You’ll thrive in a fast-evolving environment and be motivated by the chance to help build a modern, trusted, and high-performing corporate finance function that underpins EMCCA’s ambition to make the East Midlands more prosperous, sustainable and fairer.
Why EMCCA?
We’re a values-driven organisation – lifting our region, working together, making an impact, and being human.
Join us and help build a prosperous, sustainable, and fairer East Midlands from the ground up. This is your chance to be part of something new – shaping a region, influencing policy, and leaving a legacy that will benefit generations to come.

Please submit an up-to-date CV (maximum three sides of A4), along with a cover letter outlining your experience and achievements.
Your cover letter should include:
* Why you are interested in joining EMCCA (250 words)
