Overview
North Lanarkshire Council is seeking a dynamic and experienced Contracts Manager to lead the operational and performance management of our School Transport provision. This role is within the Community Operations team and aims to make a meaningful impact on children and families across the region.
Responsibilities
* Lead the strategic delivery and continuous improvement of school transport services.
* Act as the lead officer for all transport contracts, ensuring services are delivered efficiently, safely, and in line with legislative and policy requirements.
* Collaborate with internal stakeholders, external partners, and service providers to meet evolving Education function needs; drive performance, innovation, and customer-focused service delivery.
* Lead management and development of school transport contracts across North Lanarkshire; ensure compliance with relevant legislation, including fleet management and health & safety regulations.
* Identify and develop commercial opportunities to enhance service value and efficiency.
* Oversee capital and revenue budgets, including preparation, monitoring, and reporting; analyse performance data to produce high-quality reports for decision-making.
* Manage projects from inception to delivery, ensuring agreed outcomes and benefits are realised.
* Engage with stakeholders at all levels; demonstrate strong communication and project management skills in delivering complex initiatives.
* Ensure awareness of Education service requirements; maintain a customer-focused approach.
Qualifications & Requirements
* Educated to degree level or equivalent, with evidence of continuous professional development.
* Driving licence is essential.
* Experience in managing projects from inception to delivery and delivering value-driven opportunities.
* Strong communication skills and the ability to engage with stakeholders at all levels.
* Experience in contract management and regulatory compliance (fleet management, health & safety).
Miscellaneous
* This is a politically restricted post.
* Working pattern: North Lanarkshire Council 16-35 hour pattern: Monday to Thursday 08:45–16:45 (55 minute unpaid break); Friday 08:45–16:15 (50 minute unpaid break).
