Medicines Procurement, Stores and Distribution Team Service Manager

Responsible for the provision and operation management of Pharmacy Procurement and Stores Services across the trust, ensuring the procurement and supply of medicines and associated services for CHFT follows all legal and statutory controls in line with the General Pharmaceutical Council, national procurement legislation, trust Standing Financial Instructions and regional / national contracting regulations and in a safe and effective manner ensuring best quality patient care.
Responsible for the development and coordination of a governance and legal framework for the pharmacy procurement, stores and distribution services and the maintenance of medicines management procurement, storage and handling standards.
Main duties of the job
* Ensure storage of medication within pharmacy meets required legislative and good practice standards
* Responsible for the cost‑effective management of medicines stock within the main pharmacy store, ensuring stock holding is maintained at adequate levels and monitored regularly
* Responsible for the pharmacy stock medicines service provision, including regulatory aspects, inventory management and delivery to all trust sites and external customers
* Responsible for oversight of workforce planning for all procurement and stores staffing requirements
* As Pharmacy lead for health and safety, ensure systems and processes for COSSH, fire warden checks and security, and review health and safety action plans
* Ensure month‑end/stock valuation reports are updated and all data is available for Pharmacy Board meetings, including assurance that stock checks and expiry date checks have been completed
* Ensure processes and staff training for investigating stock discrepancies, adjusting stock levels and maintaining adequate stock levels
* Oversee documentation for off‑contract orders and ensure resulting financial claims are met
* Support Deputy Clinical Director of Pharmacy in the delivery of medicines sustainability and green agenda
* Ensure all relevant SOPs for procurement, stores and distribution are in place, up to date and followed by staff
* Induct and train stores and procurement staff to required standards
* Collaborate with Pharmacy Procurement Lead Pharmacy Technician, Deputy Clinical Director and Directorate Pharmacists to support management of national medicines shortages and communicate with stakeholders
* Act as deputising officer for the Deputy CD of Pharmacy at procurement meetings and represent the trust at regional level meetings
* Hold liaison with the Finance Department on invoice queries
* Arrange and monitor safe systems for transportation of medicines leaving the department, including cold chain
* Provide advice to wards and departments on correct methods of storing medicines, in accordance with national, local and legislative requirements
* Meet with suppliers, wholesalers and manufacturers to maintain good working relationships and understand future product issues
* Measure supplier performance through the use of KPIs
* Liaise with the ODS Pharmacy contract manager for ODS procurement, stock and pricing queries
* Ensure timely liaison from stores team to procurement staff about urgently required medicines
Person Specification
QUALIFICATIONS / TRAINING
* BTEC/NVQ Level 3 and underpinning knowledge in Pharmacy Services, or equivalent, plus comprehensive understanding of medicines procurement, supply and legislation, practical experience and knowledge of medicines management; equivalent to postgrad or diploma level
* Registered Pharmacy Technician with the General Pharmaceutical Council
* Certificate of accreditation as a checking technician
* CIPS qualification or equivalent experience of pharmacy procurement or medicines governance

* Able to demonstrate leadership within Pharmacy
* Relevant experience of procurement, distribution or governance
* Understanding of systems relevant to the practice of pharmacy in hospitals
* Knowledge of relevant pharmacy standards, policies and legislation
* Financial management skills
* Audit and research skills
* Knowledge of drug budgets and understanding of pharmacy expenditure reports
* Application of Microsoft Office suite
* Planning and organising skills
