Pre‑Construction Manager – Livingston

At GRAHAM, we deliver more than buildings - we deliver certainty. As part of our continued growth in Scotland, we are seeking an experienced Pre‑Construction Manager to lead projects through the critical early stages and set them up for successful delivery on site.
Based from our Livingston office, you will take ownership of projects through PCSA and pre‑construction (RIBA 1–4), working closely with clients, consultants and internal teams to ensure robust, buildable and commercially sound solutions.
The Role
You will:
Lead and manage all PCSA and pre‑construction activities, ensuring projects are fully prepared for RIBA 5 delivery
Coordinate design, commercial, operational and supply‑chain inputs into a single, aligned strategy
Develop pre‑construction programmes, methodologies, logistics and risk strategies
Support bid and tender processes, including traditional tenders where required
Drive value engineering, risk management and cost certainty
Lead handover into site teams and support early construction stages as needed
This role is key to ensuring certainty, quality and safety are embedded before construction begins.
Essential Criteria
Proven experience in a Pre‑Construction or Senior Project role within the building sector
Strong knowledge of PCSA delivery and RIBA stages 1–4
Commercial awareness with experience supporting cost planning, risk and procurement strategies
Ability to lead and influence multi‑disciplinary teams and external stakeholders
Excellent communication and stakeholder management skills
Strong planning, organisation and problem‑solving ability
Commitment to health, safety, quality and compliance
Desirable Criteria
Experience contributing to traditional tenders
Understanding of MMC, sustainability standards (e.g. BREEAM / PAS )
Experience working with public or complex stakeholder environments
Track record of driving innovation and continuous improvement
